The executive members of the governing New Patriotic Party (NPP) in the Garu Constituency in the Upper East Region led by the Constituency Chairman have called for the removal of the District Chief Executive (DCE).

In a petition addressed to party leadership, they highlighted several grievances regarding the DCE’s behavior and alleged misconduct.

The executives argue that these issues threaten the image of the party and the development of the district.

The NPP executives expressed their concerns about the conduct of the DCE, Hon. Musah Osman, and requested his immediate removal from office.

They emphasized that their support for the DCE was initially driven by the desire for district development and party unity.

However, they claimed that his repeated transgressions and failure to collaborate with the constituency executives have undermined these objectives.

Issues raised are:
1. Lack of Cooperation with Constituency Executives: The NPP executives accused the DCE of attending social gatherings and events without involving the constituency executives. They further alleged that he failed to consult with the party regarding the allocation of resources under the Gulf of Guinea Northern Regions Social Cohesion project (SOCO) Additionally, the DCE allegedly neglected to provide financial support for party activities, including the maintenance of the party vehicle.

2. High Staff Attrition Rate in Garu District Assembly: The NPP executives expressed concern over the numerous transfers of key officials in the district assembly since the DCE assumed office. They highlighted the negative impact of these transfers on administrative functions and cited poor results in the District Performance Assessment Tool (DPAT VII) as evidence of mismanagement.

3. Lack of Support for the Communication Team: The executives criticized the DCE for failing to provide information about the assembly’s projects and activities to the party’s communication team. They also claimed that financial resources for local radio programs were consistently withheld.

4. Inciting Supporters Against the Party: The executives alleged that the DCE’s key supporters engaged in actions detrimental to the party following his loss in the orphan constituency primaries. They cited instances where resources meant for NPP sympathizers were allegedly given to NDC contestants during the December District Level Elections.

5. Unwarranted Behavior: The executives highlighted various instances of alleged misconduct by the DCE. These included the incomplete drilling of NDA boreholes, the appropriation of electric poles for personal use, secret meetings with NPP members against the newly elected parliamentary candidate, and neglect of official duties.

6. Refusal to Pay Contractors: The executives claimed that party members engaged in projects under the District Assembly Common Fund were still awaiting payment. Despite several requests and meetings, the DCE allegedly neglected their demands, negatively impacting party members involved.

Conclusion:
The NPP executives urged party leadership to take action and remove the DCE, Hon. Musah Osman, from his position in the Garu District Assembly. They emphasized that the DCE’s alleged misconduct and disregard for party executives and members posed a significant threat to the party’s image and the development of the district.
