The Registrar of the Scholarships Secretariat, Mr. Alex Asafo-Agyei, has confirmed the arrest of seven individuals in connection with a wide-reaching scholarship fraud investigation.
Speaking to the media on Wednesday, October 1, 2025, Mr. Asafo-Agyei revealed that the arrests are part of a probe into fraudulent activities that allegedly occurred during the tenure of former Registrar, Kingsley Agyemang.
According to Mr. Asafo-Agyei, some suspects are still in custody, while others have been granted bail and are required to report weekly to the National Investigations Bureau (NIB) to assist with ongoing enquiries. He explained that arrests were made both on the premises of the Secretariat and at various hideouts, showcasing the breadth of the investigation.
The Registrar noted that some civil servants implicated in the case are now serving as prosecution witnesses to help secure convictions. He assured the public that all those found culpable will soon be arraigned in court, in line with President Mahama’s ‘reset agenda.’
Mr. Asafo-Agyei further disclosed that several high-profile individuals, including former political party officials, are among those implicated. He lamented that the scholarship scheme, meant to support brilliant but needy students, was abused for personal and political gain. “The scheme was practically sold to people who could afford it, and in some cases, used for visa racketeering during the immediate past administration of former President Nana Addo Dankwa Akufo-Addo and former Vice President Dr. Mahamudu Bawumia,” he alleged.
The financial consequences have been severe. Mr. Asafo-Agyei revealed that the Secretariat owes approximately GH₵1 million to schools in the United Kingdom alone, with additional debts in the United States, Canada, Brunei, and Algeria.
He concluded by emphasising the current leadership’s commitment to restoring the integrity of the scholarship scheme and ensuring it truly benefits students in need.
