The Minister for Roads and Highways, Francis Asenso-Boakye, has given a firm assurance to the people of Upper East Region that the contractor for the stalled Bolga-Bawku-Pulmako Road project will soon return to site. Apexnewsgh reports. The Minister made this announcement on Wednesday, June 12, during a visit to the project site at Kulaa Bridge in Bolgatanga. In his address, the Minister expressed his pleasure at inspecting the project, which he described as a vital one for the New Patriotic Party (NPP). He explained that the project is divided into two phases, with Phase 1 substantially completed and Phase 2 ongoing. Phase 2 involves the construction of three important bridges along the corridor and the dualization of 1.4 km through the main town of Bolgatanga. The Minister acknowledged that the project had stalled briefly due to the contractor’s request for amendments but assured that the issue has been resolved. He expressed his confidence in the contractor, who is one of the best in the country, and assured the people of Bolgatanga, Bawku, Pusiga, and the entire Upper East Region that the contractor will return to site soon to complete the remaining work. “I am happy to assure the good people of Upper East Region that the contractor will come back to site as soon as possible and complete the rest of the work,” the Minister said. “This is my firm assurance to you.” Background Brazilian contractor, Queiroz Galvao, abruptly abandoned the Bolgatanga-Bawku-Pulmakom Road construction site in the Upper East Region on Friday, February 10, 2023. Further investigation revealed that the sudden departure was due to a funding dispute between the government and the contractor, which had become a major obstacle to the project’s continuation. However, during his visit to the Upper East Region, Minister Francis Asenso-Boakye also inspected the Sandema-Chuchuluga 10km Road project, which is being constructed by Myturn. The Minister announced that the project is approximately 68% complete and expressed confidence that it will be fully completed by the end of the year. He further assured the people of the region that upon his return to Accra, he will ensure that other ongoing road projects in the area receive the necessary attention and resources to facilitate their timely completion. Minister hints of nationwide demolition of structures on waterways
The Minister of Works and Housing, Francis Asenso-Boakye, has hinted of plans to demolish structures that have been built on waterways in a bid to avert perennial floods nationwide. Answering questions on the Floor of Parliament on Tuesday, Mr. Asenso-Boakye said the demolition exercise was part of a nationwide strategy that is embedded in the national flood control programme of the ministry. “As part of the programme, we are constructing new drains, expanding existing ones and we are collaborating with the Ministry of Local Government Decentralisation and Rural Development to make sure that structures that have been built on water ways are demolished,” Mr. Asenso-Boakye who doubles as the NPP MP for Bantama asserted. He said he is also working with the Minister of Sanitation and Water Resources to also make sure that people do not continue to dump solid waste in drainage channels. “Covering drain has its own advantages and disadvantages. The ideal situation is half drains that are covered. That is what they call subterranean drains,” the minister stated. “But Mr. Speaker, with the current situation we have in our country where people continue to dump solid waste into our drainage channels, it will be very difficult for us to continue to have subterranean drainage system,” he explained. Sprawling settlements built around drainage channels and waterways keep exacerbating the flooding situation in major cities of the country. He narrated how the underground drainage system at the Kejetia Market in Kumasi got choked by a timber log and caused flooding in the place, pointing out that “it blocked the flow of storm water and the water was forced to come out as overflow and flooded the whole market.” “It (underground drainage) has its advantages and disadvantages and that is why we are working actively with the Minister of Sanitation and Water Resources,” Mr. Asenso-Boakye stressed. GH¢230 million spent in four years to construct drains — Housing Minister
The Government has spent GH¢230 million in the past four years in providing proper drainage systems across the country towards addressing the perennial flooding in some parts of the country. Mr Francis Asenso-Boakye, Minister for Works and Housing, who disclosed this in Accra after touring some major drainage projects in some flood-prone areas on Tuesday, said government, remained committed to providing more resources to the sector to address the menace. “Government has committed a lot of resource especially within the Nana Akufo-Addo’s administration. Within the last four years, on drainage provisions alone, government has spent GH¢230 million and you saw the dredging work at Odawna that is being done by Dredge Masters. In fact, I’m amazed at the work done so far. “This annual dredging has helped the country prevent another major flooding. Government will continue to commit resources towards addressing the issue of flooding,” the Minister said. The tour was to enable the Minister to appraise projects under the Ministry to make informed decisions. Project sites visited included the Accra Sanitary, Sewerage, Stormwater Drainage Alleviation Project (AS3DAP), Santa Maria Drainage Project, Mallam Drainage Project and Apenkwa Drainage Project, all under the 2018 National Flood Control Programme. At the Accra Sanitary, Sewerage, Storm water Drainage Alleviation Project (AS3DAP) which involves the dredging of the Odaw River and Korle Lagoon, Mr Sena Adiepena, Operations Manager of Dredge Masters, the Company tasked to desilt the Korle Lagoon, said it was currently in the third phase of the project, adding that 60 percent of work had been completed. He said the presence of squatters at the banks of the lagoon was, however, impeding the smooth implementation of the project and called on city authorities to as a matter of urgency move in to address the situation. Mr Adiepena was optimistic that the country would not witness any form of flooding this year, particularly in and around the lagoon with the onset of rains. “Going into the rainy season, per the work currently ongoing and what we want to achieve we don’t foresee any flooding except in the case of abnormal rainfall. Even though the metrological office has advised that we are likely to experience rainfall, the extreme we cannot tell but for minimum to average rainfall we believe that we will not have flooding issue because of our presence on the ground and the continuous dredging,” he said. At the Santa Maria, Mallam, Apenkwa Drainage Projects, Mr Seth Kudzordzi, Head of Drainage Engineering, Hydrological Services Department, said works on the three projects had so far been successful and has helped curbed the recurrence of flooding in the beneficial areas. He, however, said that the presence of a building close to the edge of the project stalled the progress of work at the Santa Maria Drainage Project and appealed to the Minister and the Assembly to assist the Department resolve the issue for work to commence. Government, since the June 3, 2015 flood and fire disaster, which claimed more than 150 lives and caused damage to properties, had implemented a number of measures including the annual dredging and desilting of major drains in the country, especially across the capital to forestall similar disasters. Mr Asenso-Boakye commended Dredge Masters for the quality of work done so far and appealed to Ghanaians to be more responsible in the management and disposal of waste to complement government’s efforts in averting recurrence of such disasters. “Government alone cannot address the issue of flooding if as a country, we as citizens don’t conduct ourselves in a responsible manner. I, therefore, urge our colleague citizens and Ghanaians to be more responsible in the disposal of solid waste,” the Minister said. He called on the District Assemblies to strictly enforce the various planning laws and building codes to address some of the concerns. Speculation has been rife, especially among former government appointees about who will be appointed to serve in the new government President Akufo-Addo is expected to release his list of ministerial appointments for his next government today (21 January) exactly two weeks after he was sworn-in for a second term. Asaase News’ sources at the Jubilee House say the Member of Parliament for Dome Kwabenya in the Greater Accra Region who served as the Minister of State responsible for Procurement in the first term administration of President Akufo-Addo, will be appointed as the substantive Minister-Designate for Gender, Children and Social Protection. Asaase News also gathers that the former deputy Chief of Staff and Member of Parliament for Bantama in the Ashanti Region, Francis Asenso Boakye, will be appointed as the Minister-Designate for Works and Housing. According to our sources, President Akufo-Addo intends to make the issue of housing a top priority of his second term and would therefore need trusted hands for the portfolio. To this end, President Akufo-Addo has also penciled the Member of Parliament for Tano North in the Ahafo Region and former deputy minister for Gender, Children and Social Protection Freda Prempeh, as the Deputy Minister-Designate for Works and Housing to assist Asenso Boakye. Our sources indicate that the former Deputy Minister for Energy, Joseph Cudjoe will be elevated to be the substantive Energy Minister who will be responsible for public enterprises. President Akufo-Addo’s yet to be released list of Ministers, our sources say, will be less than 85. It will be recalled that during the President’s first term, his ministers were one hundred and 126 compared to that of his predecessor, John Dramani Mahama, who appointed 88 ministers during his term of office (7 January 2013 to 7 January 2017).
