NaCCA can’t sanction ‘Efo juju’ textbook publishers – Adutwum

The National Council for Curriculum Assessment (NaCCA) cannot take any punitive measures against some publishers who flooded the market with textbooks that contained “bigoted” content, Education Minister Dr Yaw Adutwum has told Parliament. Answering a question filed by North Tongu MP Samuel Okudzeto Ablakwa on the floor of the Parliament on Thursday, 25 March 2021 about the textbooks, Dr Adutwum said the yet-to-be-approved Ghana Book Development Council Bill, will be able to deal with such cases in the future. “The Ghana Book Development Council Bill has those provisions for sanctions to be taken against publishers like this”, he said. “Unfortunately”, he noted, “the NaCCA Act does not make provision for that, so, inasmuch as you are scandalised and you do not want to see these things happening, in terms of the legal framework in which NaCCA operates, they do not have the room to do that but the Book Development Council is going to cure this deficiency.” The books: History of Ghana, Textbook 3 authored by Badu Nkansah and Nelly Martinson Anim; as well as Golden English Basic 4 authored by Okyere Baafi Alexander, were widely condemned on social media. Anti-Ewe textbook saga: Let’s give NaCCA more powers – Afenyo-Markin

Minority leader in Parliament, Alexander Kwamina Afenyo-Markin has averred that the lawmaking chamber must give more powers to the National Council for Curriculum Assessment, NaCCA. According to him, the move will help forestall the incidence of controversial publications like the anti-Ewe book that has triggered nationwide outrage. The Effutu MP made submissions in Parliament today while contributing to a statement around the issue. “Regrettably, we didn’t give them the enforcement powers to confiscate such materials. We didn’t. “We didn’t also give them the power that for all books that will be published outside of approved textbooks, there is a pre-requirement for NaCCA to clear it. “So Mr Speaker, after all the talk, if we want to stop some of these things, we would do so in giving NaCCA the power. Because Mr Speaker in all of the criticism, the question is; what was the regulator doing?” he added. He stressed that “the regulator has no power” unlike the Food and Drugs Authority which had the right to confiscate products that they had not approved. Publisher of the controversial textbooks, Badu Nkansah, earlier this week confirmed that even though copies of the book had reached the market, NaCCA had yet to approve them. Blame Napo for the use of unapproved textbooks in schools – Educationist

An Educationist, Mr Ekow Djan has said former Minister of Education Dr Mathew Opoku Prempeh should be held liable for the controversial textbooks disparaging Ewes in the country. According to Mr Djan, the Ministry of Education under the watch of Dr. Mathew Opoku-Prempeh, together with its direct agency, the National Council for Curriculum Assessment (NaCCA) headed by then Executive Secretary, Dr. Prince Hamid Armah failed to ensure that textbooks accompanied the newly rolled out curriculum. This, he believed resulted in the use of unapproved textbooks by some teachers. “The Standard Based Curriculum being used in Basic schools were effectively implemented in September, 2019. “One would have thought that, Managers of Ghana’s Education machinery would provide requisite textbooks for pupils and teachers to cushion the smooth running of the new curriculum but unfortunately, government is yet to provide a single textbook,” he said in a statement. He added “It is therefore not surprising to note that Publishers have taken advantage of the porous system to publish inferior textbooks with derogatory and false contents. “Apparently, the Ministry of Education under the watch of Dr. Mathew Opoku-Prempeh, together with its direct agency, the National Council for Curriculum Assessment (NaCCA) headed by then Executive Secretary, Dr. Prince Hamid Armah failed woefully to ensure that textbooks accompanied the newly rolled out curriculum. “The content of the Standard Based Curriculum is as problematic as the content of the inferior textbooks being criticized now. The Ghanaian people should take the pain to scrutinize the entire curriculum.  There would be more distasteful revelations other than what we’re criticizing now. If we could remember, Comprehensive Sexual Education which sparked a nationwide agitation is still featured in the Upper Primary English Curriculum. “Again, the Ghanaian history has been distorted while our kids are being made to learn the culture and practices of other countries than ours. “I urge parents, Civil Society Groups and patriotic Ghanaians to join the call for the immediate withdrawal of the entire curriculum. Badu Nkansah, publisher of the new history of Ghana textbooks which has some chapters describing Ewes as inward-looking, has rendered an unqualified apology for the offensive publications. According to him, the history of Ghana book which was published based on the new curriculum by NACCA, when submitted for assessment, received responses from NACCA raising concerns with certain portions of the book. “They, however, told us to work on certain aspects of the book further in order for it to meet the expectations of the new curriculum,” He added, whilst undergoing review, a limited quantity of the unpublished draft found its way onto the market. “We have seen certain snapshots on social media which has generated public uproar due to its offensive tone. Though it is not a deliberate attempt to berate such a huge section of our society, we wish to unreservedly apologise for the slip,” the statement read further. NaCCA- GES Opens Workshop on Simulation of CCP Curriculum Training

The Acting Director-General of the National Council for Curriculum and Assessment (NaCCA) Dr. Prince H. Armah has officially opened a 3-day Simulation Workshop on the nationwide training of teachers and other educational stakeholders on the Common Core Programme(CCP) Curriculum for JHS 1 to SHS 1. The Workshop is a 3-day event scheduled for 3th – 5th November 2020 at the AKNAK Hotel, in Accra. It will serve as a platform to fine-tune the training plan and training resources for subsequent training of teachers across the entire country. The workshop participants consist of curriculum and subject experts from NaCCA, the GES and various educational institutions involved in the development of the new CCP Curriculum. The CCP is a carefully designed programme consisting of a set of Learning Areas which all learners are expected to study from JHS 1 to SHS 1. It has carefully been designed to prepare learners for further education, the world of work, or both. After SHS 1, learners have the option of branching into academic or career pathways. In his opening address, Dr. Prince Armah stressed that the rationale for the rollout of the new curriculum is to develop a new generation of young Ghanaians who are well- equipped for further education and the world of work. In this vein, he urged participants to make use of the workshop as a platform to fine-tune the training plan to ensure effective nationwide implementation of the new curriculum. Prof Kwame Osei-Kwarteng, the Chairman of the NaCCA Council also expressed gratitude to participants for making time for this important national exercise and wished them an interactive and fruitful programme. The Common Core Programme curriculum has been approved by Cabinet and was scheduled for implementation in September 2020 but for the Covid 19 pandemic. Starting from the next academic year, CCP will be rolled out beginning with JHS 1 learners and will be scaled up gradually to SHS 1 in subsequent years.
