The Speaker of Parliament, Alban Bagbin, has stated that the 2024 budget has not yet been approved. Contrary to claims that it has been passed, Bagbin explains that the budget statement and economic policy are still being reviewed by the house. Finance Minister Ken Ofori-Atta had previously announced that the budget had been approved after a walkout by the majority. However, the Minority Leader, Dr. Cassiel Ato Forson, raised the issue during a correction of votes and proceedings, prompting Bagbin to intervene. Bagbin disagreed with the claims of approval, stating that the process did not reach a logical conclusion. As a result, he rescheduled the budget for consideration next week. The Deputy Minority Chief Whip, Ibrahim Ahmed, appealed to Bagbin to immediately consider the budget instead of delaying it. There was also debate over the absence of the majority MPs during the proceedings. If you are sick, resign for somebody capable to takeover – NPP chairman tells Speaker
Subin Constituency 1st Vice chairman Hopeful of the governing New Patriotic Party Chairman Aziz Soja has said that if the Speaker of Parliament, Alban Bagbin, is sick or is a “chronic sickler” he should resign for somebody capable to take over from him to curb all the confusion at Parliament due to his absence. Chairman Aziz Soja accused the Speaker of Parliament, Alban Bagbin, of being the cause of all the confusion happening in Parliament. According to him, the Speaker of Parliament, Alban Bagbin always falls sick when it is time for important votes in Parliament, but he quickly becomes strong when it is time for trivia matters. “So, anytime it is time for a serious vote, then Bagbin will be sick. Help set up Int’l Association of MPs for Peace – Speaker urged
The National Coordinator of the United Peace Federation-Ghana, Dr Mrs Helen Osei, has appealed to the Speaker of Parliament, Mr Alban Sumana Kingsford Bagbin, to support efforts toward the setting up of the Ghana chapter of the International Association of MPs for Peace (IAPP). The initiative, she said, was to help promote the development of humankind along the path of coexistence and mutual prosperity for future generations. She said efforts made in the 7th Parliament to set up the association in the country proved futile and affected Ghana’s image and commitment at promoting global peace and development. Mrs Osei made the appeal when she led a delegation of the United Peace Federation-Ghana to call on the Speaker on Thursday, 20 May 2021. The International Association of MPs for Peace is an international network of parliamentarians created to take on crucial issues of territorial disputes, religious conflicts, climate change, violent extremism and poverty through the common solidarity and cooperation of the parliamentarians of the world. Mr Bagbin commended the federation for its dedication to building a world of peace centred on universal spiritual and moral values. He expressed regrets for the federation’s inability to see through the setting up of the Association of MPs for Peace during the 7th Parliament and tasked the protocol department to ensure that all the necessary structures are put in place to advertise the association when the second meeting of the first session of the 8th parliament commences next week. Mr Bagbin, who said he had similar challenges in the past, noted that Ghana, and Africa, for that matter, must be able to clearly re-define what their priorities are in order to reconscientise the citizenry. Bagbin threatens to reject Akufo-Addo’s 2021 budget
The Speaker of Parliament Alban Sumana Bagbin has issued a stern warning to Committees which will consider the 2021 budget estimates against approving such estimates with the figures offered by the president. The speaker further disclosed that he will not forward the appropriation bill to the president for his assent when passed if negotiations are not done to find a common ground over the decision by the Presidency to reduce the budget by Parliament and the Judiciary. “The budget is not for the executive, we have the final power to approve or disapprove and so what the constitution has done is for them to make recommendations and negotiate during the deliberations of the budget before the House. “It is not for the executive to impose a ceiling on the judiciary or parliament, they have to do the proper thing. And so during the considerations of the [budget] estimate, particularly the committees concerned, take that on board and at the end of the day come and explain to us the negotiated figure and not the ceiling that has been given by the president, that is not the internment of the 1992 constitution.” The Speaker of Parliament added, “If you do otherwise, I as your Speaker will not affirm any letter for submission to the President for his assent, I mean what I am saying.” The Speaker’s threat comes after President Akufo-Addo decided to slash budget estimates for the Judiciary and the Legislature. The speaker during the presentation of the 2021 budget last Friday directed the caretaker Finance Minister Osei Kyei-Mensah-Bonsu and the Vice President to convey to the President that any slash in the budget estimates for the two institutions will not be entertained. In a sharp rebuttal, the speaker in a letter dispatched to the Jubilee House indicated that the constitution bars the executive from revising estimates presented by the judiciary and the Legislature since they are equal arms of government. The Speaker cited Articles 179 (3) and (5) and Article 127 of the 1992 constitution. When the matter returned to the floor, minority leader Haruna Iddrisu hailed the speaker for the move while arguing the law is on the side of the Speaker. Majority leader Osei Kyei-Mensah-Bonsu, however, cautioned against any antagonistic posture from parliament. According to him, the mid-year budget review could cater for the demand by the speaker. Speaker proposes review of how budgets are read
Speaker of Parliament Alban Bagbin has served notice that the House will be reconsidering how budget statements are read on the floor of the house in order to reduce the timing for the presentation. This comes after it took the Leader of Government business, Osei Kyei-Mensah-Bonsu over 3hours to read the 2021 fiscal year budget. During the presentation, the Majority Leader jokingly said even some of his colleagues in the House who were seated listening to him were even tired. After the presentation, the Speaker said the House will in accordance to its standing orders relook how the budgets are read in the house in future. “We have to look at how budgets are presented in the future. We will do so in future in accordance with our standing orders.” The government is proposing in the 2021 budget statement the introduction of a Covid-19 Health Levy of a one percentage point increase in the National Health Insurance Levy and a one percentage point increase in the VAT Flat Rate to support expenditures related to Covid-19. Reading the budget “To provide the requisite resources to address these challenges and fund these activities, government is proposing the introduction of a Covid-19 Health Levy of a one percentage point increase in the National Health Insurance Levy and a one percentage point increase in the VAT Flat Rate to support expenditures related to Covid-19.” Regarding other sectors of the economy, the budget pegged Ghana’s fiscal deficit at 13.7 per cent of Gross Domestic Product (GDP). This deficit, according to the budget, include the cost of the financial sector cleanup up. “The fiscal deficit including the financial sector cost for 2020 is 13 .7 per cent of GDP,” the budget said adding that “it was financed from both domestic and external sources.” Regarding Ghana’s debt stock, the budget said the debt rose from 122billion in 2019 to 291.6billion as at the end of December 2020. The debt include the cost of the financial sector cleanup, the majority leader added. Mr Kyei-Mensah-Bonsu further assured Ghanaians that there is no cause for alarm in the face of the coronavirus crisis, which hit the country in March, 2020. He said the measures taken by government so far makes Ghana better positioned to recover economically from the pandemic. “Government succeeded in protecting virtually all jobs and incomes in public sector. For the people of Ghana have witnessed since the coronavirus pandemic ahead of the rest of the world, a leadership that is responsible, creative, courageous, decisive and above all very caring. He said the policies such as the Coronavirus Alleviation Programme (CAP) have seen major results recorded “that have made it easier for people to cope with this unprecedented crisis”. For him, the measures taken were to save lives, protect livelihoods and safeguard economic activities and they did just that. “Mr Speaker, today Ghana is better positioned to recover and rebuild an even more resilient economy. Tuna Association wants Hawa Koomson rejected as fisheries minister
The Ghana Tuna Association has petitioned the Speaker of Parliament over the poor performance of the nominee to head the Fisheries and Aquaculture Development Ministry, Mavis Hawa Koomson. The association feels the nominee is not capable of running the Fisheries and Aquaculture Development Ministry. It highlighted some sector concerns in the petition like the collapsing pole and line sector, the dearth of skilled labour, international relations matters concerning climate change, among others. Critics have said Mrs. Koomson did not demonstrate an adequate understanding of the sector. In its petition, the association said Mrs. Koomson’s “basic skill sets, biases and passions are such that they may not fit into dealing with the challenges that the sector faces currently and the other workings expected of the sector minister.” Though the association said it has been so willing to work with any person who is appointed at the pleasure of the President it noted that “recent experiences have taught us that we need as stakeholders to pick the early signals and submit our concerns to the attention of the appointing authority for whatever remedy that may be available, in order to protect our industries and businesses from decisions that are likely to impact them negatively and further collapse the sector”.
