NOFPED Gives Upper East Regional Minister one week to apologize by calling Northerners greedy and untruthful people

Northern Forum for Peace and Development (NOFPED) an Organization operating in Northern Ghana has described the Upper East Regional Minister’s alleged descriptions of northerners as greedy and untruthful as weird to himself as a Regional Minister and the entire northerners. The Upper East Regional Minister Stephen Yakubu is reported to have said that “NORTHERNERS ARE VERY GREEDY AND UNTRUTHFUL”. This statement was reported by Media Without Borders on 25th May, 2023. The alleged pronouncement by Hon. Yakubu has not gone well with members of the Northern Forum for Peace and Development (NOFPED) who are calling for the regional Minister to immediately apologize to the good people of northern Ghana within one week. We think that it is so weird for a northerner like the Regional Minister himself who is from Binduri in the Upper East Region to insult his own kinsmen and kinswomen as greedy and untruthful people. The fact that the Regional Minister obtained his secondary education at Konongo in the Ashanti Region does not make him an Akan. It has become necessary for all of us to come together and share this piece of disturbing news which seems to denigrate and insult us, the people from northern Ghana. It is disturbing to note that of recent the Upper East Regional Minister, Hon. Stephen Yakubu, has been in the news for all the negative reasons. He is known to have been in front of small-scale miners, negotiating with a Chinese mining firm and allegedly cheating our northern brothers who are into legal mining business.It is also alleged that he has connived with the CEO of the Minerals Commission, Mr. Martin Ayisi, to extort money from some small-scale miners to buy furniture for the Upper East Regional Coordinating Council, which is uncalled-for. Although in all these matters our intelligence tells us that he is under investigations being conducted by the police, EOCO and NIB. Our expectations are that the state institutions mentioned will do due diligence and serve him the deserved sanctions for his alleged deeds. As the saying goes: “No one is above the law.” Ladies and gentlemen, it is shocking to note that the Upper East Regional Minister, Hon. Stephen Yakubu, is reported to have said that “NORTHERNERS ARE VERY GREEDY AND UNTRUTHFUL”. This statement was reported by Media Without Borders on 25th May, 2023. Our investigation also leads to the fact that he, Hon. Stephen Yakubu, actually insulted northerners as reported. We think that it is so weird for a northerner like the Regional Minister himself who is from Binduri in the Upper East Region to insult his own kinsmen and kinswomen as greedy and untruthful people. The fact that the Regional Minister obtained his secondary education at Konongo in the Ashanti Region does not make him an Akan. The attitude he has exhibited so far in the office as a regional minister qualifies him as the one who should rather be described as greedy and untruthful. In the light of all this, we think his statement is unnecessary, it is offensive, it is demeaning and above all it is terrible. And we call on him to immediately apologise to the good people of northern Ghana within one week. We know of his interest to stage a comeback as a Member of Parliament (MP). Failing to apologise will see us work against him and against his government. We are going to stage street protests in his constituency (Binduri), Bolgatanga, Tamale, Wa, Nalerigu and Damango and ask His Excellency the President of the Republic of Ghana, Nana Addo Dankwa Akufo-Addo, to relieve him of his post.   By this, we are also respectfully asking all the traditional chiefs in northern Ghana to openly rebuke him and ask him to apologise. We cannot live to hear Hon. Stephen Yakubu insulting the Bawku Naba, the Bolga Naba, the Nayiri, the Wa Na, the Chiana Pio, the Sandem Naab, the Nangod Naab. the Navro Pio, the Tongraan, the Paga Pio, the Yagbonwura and the Ya Naa to mention a few.  These revered chiefs and other dignitaries in northern Ghana including Vice President Dr Mahamudu Bawumia, former President John Dramani Mahama, Speaker of Parliament Hon. Alban Bagbin, cannot be described as greedy and untruthful by the Regional Minister Hon. Stephen Yakubu. Hon. The construction of the Gbane Community Basic School Complex, started 3 years ago by the company, is a 12-unit 1-story classroom block fully furnished with 300 mono-desks and state-of-the-art facilities. Handing over the school to the District Education Directorate, the Chief Executive Officer (CEO) of Earl International Group Gold Ltd Wei Xing said, as for them, children are always their future and hope. According to the CEO, they deeply understand the importance of education, especially for the next generation of the community. The reason for their decision to build the magnificent school block is part of our corporate social responsibility to the community and to create a safe, warm, and hopeful learning environment for the children. The United State Ambassador to Ghana has revealed that the U.S. Agency for International Development (USAID) Office of Transition Initiatives provided more than $140,000 of support to rehabilitate the Upper East House of Chiefs building, which forms part of the United States’ commitment to promoting community cohesion and peace, and stability in Ghana. U.S. Ambassador to Ghana Virginia E. Palmer, visited Bolgatanga and the Upper East Region on Wednesday, May 30, 2023. The Ambassador joined Vice President Bawumia, the Upper East Regional Minister Honorable Stephen Yakubu, and the Minister for Chieftaincy and Religious Affairs Honorable Stephen Asamoah Boateng to inaugurate the rehabilitated Upper East Regional House of Chiefs office in Bolgatanga. At the inauguration ceremony, Ambassador Palmer said, “The U.S. Government stands together with local partners in the Upper East to advance their goals of promoting peace, improving livelihoods and increasing community well-being for more cohesive and resilient communities” The renovation of the Upper East Regional House of Chief’s office was financed by the United States Government. This was according to the assurance C&H Logistics and Askpar Limited, the contractors in charge of the ongoing hospital project in the area gave to the Vice President Dr. Mahamudu Bawumia when he visited the project site on Wednesday, May 17, 2023. The Vice President who so excited, expressed satisfaction with the level of work done by the contractors in charge of the project. He says, when he returns to Accra, he will surely report the project development to the project. “However, coming into Bolga East today, accompanied by the Regional Minister and the DCE, we are here to look at how the progress of the work done, and I must tell you that, I am very pleased with the progress of work done. All the buildings for the hospital are up to roofing level and I am assured that in a few months, the roofing will be pretty much done. Youth of the governing New Patriotic Party popularly known as NPP Youth Group For Party Development and Agambila Youth  of NPP in the Upper East Regional Capital Bolgatanga have registered some level of frustrations and displeasure over the treatment meted against Yeneya Mining Enterprise a mining institution belonging to Hon. Charles T. Ndanbon, the Upper East Regional Organizer of the governing NPP. The group has given Upper East Regional Minister two weeks to tender his resignation or they will hit the street. The aggrieved NPP youth group during a press conference read by the PRO NPP Youth Group For Party Development Abdulai Hudu demanded that the Upper East Regional Minister Stephen Yakubu should “Quickly resolve the impasse he the regional minister has created between Hon. Charles T. Ndanbon and the Earl International. “Return the money meant for Hon. Charles T. Ndanbon to Earl International so that he (Hon. Charles T. Ndanbon) will go and collect the money directly from Earl International”. “Resign from his post as the regional minister or else we the youth groups will hit the streets after two weeks from today”. “We want to state that Hon. Charles T. Ndanbon has not assigned or directed anyone to collect money or mediate on his behalf or on behalf of his company and therefore the alleged act of the regional Minister could amount to false representation which is criminal. By this act of the Regional Minister, we are calling on the law-enforcement agencies, notably the NIB and the police, to investigate him and bring him to book if found culpable” the group demands However, when Apexnewsgh contacted the Regional Minister on the concerns raised by the youth, the Minister said he has no right as an individual to take anybody’s concession, “do I work with Mineral Commission? Am I the company [Earl International]? The problem is that, this company they are talking about [Earl International], they had a license and this license was signed by then Minister in 2019 and my understanding is that, it has been ratified by parliament and if you go deep into the matter, you would see that people were not even happy that they have given the concession to them”. “We have a ministry that deals with that. So, it is not the Regional Minister that give that concession to Earl International and it happened in 2019, 2019 was I here? I wasn’t here”. He asked I don’t know what else he want me to do, he has told everybody that he has not asked me to act on his behalf and I have left it and I have told the company that the person am talking for, said I should not speak for him again, so they should deal with him directly” The Minister said. STEPHEN YAKUBU) AND HIS UNDUE INTERFERENCE IN THE MINING BUSINESS OF HON. CHARLES T. NDANBON (NPP REGIONAL ORGANISER / PARTY FINANCIER) The Upper East regional minister (Hon Stephen Yakubu) abused his office by using the Regional Coordinating Council GCB account number 9011130014513 to receive Compensation meant for Yeneya Mining Enterprise owned by the NPP regional organizer and a party financier (Hon. Charles T. Ndanbon). We want to state that Hon. Charles T. Ndanbon has not assigned or directed anyone to collect money or mediate on his behalf or on behalf of his company and therefore the alleged act of the regional Minister could amount to false representation which is criminal. By this act of the Regional Minister, we are calling on the law-enforcement agencies, notably the NIB and the police, to investigate him and bring him to book if found culpable. It is public knowledge in the upper East region that between 2008 to 2021 Hon Charles T Ndanbon and Shaanxi were having cordial business relationship after he traveled to China to lobby Shaanxi into Ghana. The Company has since employed so many youths in the region and has contributed to the development of the region. In 2021 the small-scale mining license of Shaanxi was revoked and they were required to acquire a large-scale mining license which they did with a new name Earl International Gold Limited and signed an agreement with their original mining partner (Hon Charles T. Ndanbon) CEO of Yeneya mining Enterprise on certain terms agreed upon by both parties, To the Suprise of Hon. Charles T Ndanbon, the regional minister called him to a meeting to inform him that Earl International Gold mining limited wanted to buy off his entire concession contrary to their earlier agreement which he (Hon. Charles T Ndanbon) turned down. But sadly, the Earl International is currently mining in his concession under Police and military protection offered by the regional minister meanwhile the percentage due him/his company is not being honored by Earl International which the regional minister is much aware of. We want to state clearly that Hon. Charles T Ndanbon is not against Earl international’s large Scale mining status but only demands that the agreement signed earlier should be complied with. We the youth groups here want to state categorically clear that it’s the effort of Hon Charles T Ndanbon that Earl International Gold Mining limited formerly Shaanxi came into Ghana and Upper East Region to be precise and anyone enjoying from the mining activities of Earl International is enjoying from the labour of Hon. UER: Know your 3 Ministers in Akufo-Addo’s second administration

Citizens from the Upper East Region have complained about not knowing the appointed Ministers representing them at the national level, especially in the NPP Akufo-Addo- Bawumia second administration. However, interestingly out of 91 appointed Ministers and Deputies, Upper East Region only had three (2) deputy Ministers and a Regional Minister for the people of the region. Stephen Yakubu is a Ghanaian politician and was a Member of Parliament for Binduri constituency in the Upper East Region of Ghana. He is currently the Upper East Regional Minister and also the Chairman of Regional Security Council. Early Life and Education Stephen Yakubu who was born on May 25, 1966 at Gotisaliga – Binduri in the Upper East Region also hails from the same farming community in the Binduri district of Upper East region. He obtained a BSc in Planning from Kwame Nkrumah University of Science and Technology (KNUST) and a Postgraduate diploma in Information Systems from Thames Valley University Slough, UK. Political life Yakubu is a member of the New Patriotic Party(NPP). During the 2008 general elections, Mr. Yakubu contested the Binduri seat which had always been won by the National Democratic Congress, on the ticket of the New Patriotic Party. He became the first NPP candidate to have broken the monopoly of NDC in the constituency by winning the seat with 9,103 votes out of the 18,050 valid votes cast which amounts to 50.43% of all valid votes. He was sworn-in as a Member of Parliament of the 5th Parliament of the 4th Republic of Ghana, representing the people of Binduri Constituency on the 7th of January 2009 to the 6th of January 2013. He was later appointed as a Coordinator for settler communities leading to the 2016 elections, where he and others were tasked to take care of eighteen (18) settler communities, where the party had not been performing well. They successfully achieved their mandate by snatching new seats in parliament as well as appreciation in the Presidential votes across the eighteen (18) constituencies.   As a way of appreciating his effort, President Nana Addo Dankwa Akufo-Addo in July 2017 appointed him as Ghana’s Ambassador to the Kingdom of Morocco. The former Member of Parliament for Binduri was again nominated in January 2021 by President Akufo-Addo to head the Upper East Region. Mr. Yakubu who was a one-term MP, served in various roles in Parliament and outside of it. Personal life He is a Christian and worships with an Adventist church. He is married with one child. Career He is into Development Planning, Architecture, and Quantity Surveyors. Hon. Abdulai Abanga is a Deputy Minister for Ministry of Works and Housing and a Member of Parliament for the Binduri Constituency in the Upper East Region since 7th January 2021 and currently serves on the Committee on Government Assurance as the Vice Chairman. Hon. Abanga Abdulai was born on 25th May, 1970 in Akwatia, Eastern Region but hails from Binduri/Bawku in the Upper East Region of Ghana. The Deputy Minister had his elementary education in Akwatia L/A Primary School and proceeded to Bansi Primary School in Binduri. He then proceeded to Bawku Junior High School and continued to Ghana Secondary School, Tamale, for his Secondary Education. He obtained a Diploma in Business Studies in Accounting at the Tamale Polytechnic and was awarded a Bachelor of Commerce (BCOM) Degree at the University of Cape Coast in 1998. Hon Abdulai holds a Master’s Degree in Development Finance, Professional Chartered Accountant Certificate in 2005 from the Institute of Chartered Accountants, Ghana (ICAG). He was the Finance Officer from January 2001 – March 2007 at the National Governance Programme (NGP) and the Management Accountant at the Millennium Challenge Account of the Ghana Programme from 2007 -2008. He was appointed as the Municipal Chief Executive (MCE) of the Bawku Municipal Assembly from January 2008 to February 2009.  For his efforts and resilience to work, he served as the Lead Consultant and Fund Manager for the Agriculture Credit Programme, Millennium Challenge Corporation (MCC, USA) Ghana Programme (MIDA) from February 2009 to February 2021. At the Africa Centre for Energy Policy (ACEP), he was also the Financial and Business Consultant. He served as the Financial Consultant/Facilitator for Radbdah Africa Build Ltd from 2011-2016 and later, became the Financial Consultant at the Cegelec Oil and Gas (multinational oil/gas company of Dubai, UAE and Paris, France) from 2013 – 2014. Upper East Regional Minister has met with all the Fulanis in the region to officially interact with them following the ongoing threats from a terrorist group popularly known as Jihadists who are believed to be operating in most countries in the sub-region including our neighboring country Burkina Faso. Apexnewsgh.com report Speaking to Apexnewsgh.com, the Regional Minister said: “I met all the Fulani’s in this region because we have realized that the Jihadist most of them are Fulanis and they are talking to our Fulani people here. Because they speak the same language and they are the same people. We think, there is a need to start engaging our Fulanis. So that, they will be able to give us information. I also used the opportunity to tell them that if they joke and the Jihadists enter the region, all of us are going to suffer”. Meanwhile, aside from engaging the Funali community in the region, Minister Yakubu confirmed he also engage the chiefs. He said, he spoke to all the chiefs because the Chiefs are the people who allowed the Fulanis to come in for a grazing. However, also revealed that Over One Hundred and Fifty Thousand (150,000) cattle have already entered Ghana. “So I told all my DCEs that, this is even a source of revenue to them because if they are charging one cow Ghc5.00 multiply it by 150,000 cattle. And they come this time to graze and go back and that is what they do every year”. He added: “Our problem is that we wanted to tell the chiefs to be very careful, anybody that is coming in, they should screen the person because the Jihadists can come with them. Because usually when they come, is the chiefs that they see first because sometimes they give the chiefs some of the cattle. So, that is why we are engaging the chiefs”. Upper East Regional Minister has said, he is still fighting hard in making sure the Regional Airport becomes a reality. The issue surrounding the construction of Upper East Regional Airport is one of the biggest developmental challenges facing the region. Both the opposition National Democratic Congress (NDC) and the governing New Patriotic Party (NPP) have failed the region woefully as far as the Airport project is concerned, as they found favour in using the said project as a political tool to deceive residents of the region in every election year. However, an effort exhibited to construct the Airport by the NPP during the time of the Late Hon. Kofi Adda the former Aviation Minister, saw the region only fighting for citing location between Sherigu and Paga and Sumbrungu till the region lost that available opportunity. In a recent interview, Regional Minister Stephen Yakubu told the media that the region has settled on Sumbrungu for the Airport construction. However, following the opinion shared by residents of the region in October 2022 after the seeking publication, this platform followed up with the Regional Minister Stephen Yakubu on Friday, January 27, 2023, for some update, he revealed that he is still fighting very hard for the Regional Airport. “Am fighting so hard. The last time I met the President in Wa was when we went for a funeral, I saw the Wa airport, then I said to him that we can also do something like this in Upper East, even if we don’t have plenty of money to do it like the Tamale one, we can also do something like this…. so that plane can land. So, the president is buying into that idea. So, am going to Accra this week to meet him on it”. The risk and stress of traveling to Tamale in the Northern Region for passport application each day by the people of the Upper East Region are likely to be a thing of the past soon. This is because the Upper East Regional Minister has revealed that the long-awaited Upper East Passport Office will be ready in August 2023. Somewhere in July 2022, the Project Manager for the Upper East Regional Passport Office which was under construction, Kennedy Enyan told the media that the project has not been abandoned but was stopped to allow the contractor and other stakeholders involved to trash out some impending matters. The people of the Upper West Region commissioned their Passport Application Center (PAC) in 2020. This brings the number of Passport Application Centers across the country to 13. And yet, just like ‘eve’ in the bible was created from the ribs of ‘Adam’ so was Upper West created from the ribs of the Upper East Region. However, Hon. Stephen Yakubu in an exclusive engagement told Apexnewsgh.com that plans are far advanced as far as the Passport Application office is concerned. According to the regional minister, those in charge of the Passport Office Application construction visited him at his office and assured him that hopefully by March they will conclude the process from Public Procurement Agency (PPA) and by August they should finish the building. He added, that the Upper East Regional Office will be the only purposely built Passport Application Office Center in the country.
