The Chief Executive Officer of the Northern Development Authority (NDA) Mr. Sumaila Abdulai has said, tackling systematic challenges requires changes that will transform generations and NDA is in to travel that far. It appears there are more hidden revelations regarding the delays bedeviling the success and reality of the construction of the controversial Upper East Regional Airport over the years. Apexnewsgh.com report According to a regional communication member of the governing New Patriotic Party (NPP) Johnson Ayine, the current location for the construction of the regional airport was as a result of a political decision and that is why after clearing off the commercial trees, it was difficult for them to do the work. Mr. Ayine made the revelation during an engagement on Apexnews Ghana’s flagship developmental programme dubbed “SPEAKOUT UPPER EAST REGION” with Ngamegbulam Chidozie Stephen on Wednesday, November 2, 2022. Making some references, Mr. Ayine said during Achampong’s time, his community Sherigu, Dachio, and some other places were identified as very suitable for the airport construction. He however insisted, it was a political decision to put the project where it is currently and that is why along the process, it was difficult for them to continue with the project. He further revealed, that during the CAN 2008 African Cup, Hon. Gloria Akufo was the Minister for Aviation under Kufour, she came here with a technical team and they wanted to work on the Sumbrungu airport so that some of the African countries will lodge in and use the airport to Tamale for the football. Mr. Ayine said, after going through, “the recommendation was that there was a rock underground and the place is also muddy”. He added; “Why the project is delaying, why we are not getting the project, is a political decision. The politician fears going to tell the people that it can’t work. Because the people will not forgive them. If they go and tell the people of Sumbrungu today that the place is not suitable, they will ask them why they came and destroyed their land and pulled commercial trees down. They have made investors to go there and bought lands. Is left for the politicians to tell them the truth, you mark it down today, the truth will come one day if God is only one God whether am alive or not”. He stressed “The way we are doing politics in this region is not helping us” “Do you think if NDC can go to Sumbrungu to tell the people of Sumbrungu that the place won’t be good for the airport? Do you think they will be able to win there again? The people are likely to come against them and because of what NDC did, the NPP too are not bold enough as we speak. That was why they were hunting Rockson Bukari because he was bold to tell them the truth and they were hunting him. Nobody will tell them the truth and the truth shall come”. The Member of Parliament for Bolgatanga East Constituency Dr. Dominic Ayine has made an interesting proposal to citizens from the Upper East region residing both home and abroad regarding the much talked about regional Airport. According to the Bolga East legislator, the construction of the Upper East regional airport cannot be an expensive adventure. According to, the other thing people of the region need to also begin to think about is that “we as citizens of the Upper East Region, why are we not thinking about the possibility that we could do this ourselves? He asked Dr. Ayine further explained, that in making the Upper East Regional airport a reality, people of the region could construct it themselves by putting together a company that will allow citizens to buy shares in the company which will generate proceeds for the Regional airport construction. “We could begin to think about putting together a company, letting our own citizens buy shares in the company and we use the proceed to construct the Airport, and those who bought shares in the company will be paid dividends if we make a profit and if it doesn’t make a profit you say well, you have contributed to the development of your region. This is not rocket science” He stressed He further used the Singaporean Bus transit as an example, “It was done in Singapore. The story of a bus transit system in Singapore is very interesting. All that they did was that they incorporated the company and asked ordinary Singaporeans to buy shares and they used the proceeds to buy the buses. So, as we speak now, that bus system is been run on basis of the investment of ordinary Singaporeans”. He, however, advised the region not to rely on the government or MPs for all projects, stressing that citizens from the region living both home and abroad can come together and make the airport a reality. “Let us as a region, put aside our partisan affiliations and say that we want an airport for ourselves. We want to set up a Company and asked our ordinary citizens to buy form in this company shares for One Thousand Ghana Cedis (Ghc1000.00). Let’s get a very solid Board of Directors, let’s get a very solid management company, and Let us build that Airport through private initiative. If the Ghana Airport wants to team up with those who are going to invest in it fine! The Upper East Regional Airport has been in the news over a period following the decisions by political parties and their representatives in and outside the region. First, it was a big problem between two communities in the BONABOTO Zone Sherigu and Sumbrungu quarreling over citing location, which was later partially resolved. Then, when the misunderstanding between the two above communities was about resolving, the Aviation Minister of the blessed memory Mr. Kofi Adda decided to change the location to his constituency in Navrongo. That matter wasn’t resolved until he was removed as Aviation Minister and subsequently met his untimely death. However, sharing his experience and the effort he has made as far as the Upper East Regional Airport is concerned Dr. Ayine gave detailed explanations. He said under the NDC, plans were more advanced; “When we were in office, plans were far advanced for the regional airport to be constructed. When we lost power, Hon. Kofi Adda became Minister of Aviation. I went to him and told him that the plan we had for the regional airport should be continued. He agreed with me but, subsequently when I spoke with him, may God bless his soul, i can’t lie for a dead person. He told me from the ground, it was not going to be good for him if he moved the venue of the airport from Navrongo to Sumbrungu. He said, it was not going to be good for him politically. Dr. Ayine revealed “But I kept urging him and his deputy Mr. Afful, i kept telling them to buy the bullet and go ahead and do as we have planned. He was there for 4 years, he didn’t let a finger because of this political issue he raised and finally, he was removed as Aviation Minister and subsequently met his untimely death”. He explained The Bolga East legislator further explained how he engaged the Transport Minister on the Airport Issue and the response he got. “I have spoken several times to the Transport Minister on the matter and he told me that the Regional Minister is working assiduously on it and the regional minister himself informed me that they have brought two investors one was from Morocco and that they are doing visibility studies to know whether or not it will be wealth wise in investing resources to construct and manage the regional airport on what they called Build Operate and Transfer basis (BOT). That is where we are with the regional airport”. Stressing that “If all the BONABOTO zone have stood their ground and said it is Sumbrungu by this time we would have finished with the airport”. However, Mr. Aneribazanga said, it will be a waste of time to blame the NPP or NDC for their regrettable predicament on the airport drama, insisting that they must swallow the blame themselves because they have allowed politicians to play political football on them. “We have allowed ourselves to be played like a political football by politicians, I won’t blame the NPP or the NDC on this we must blame ourselves from the BONABOTO zone. The Paramount Chief of the Paga Traditional Area His Royal Majesty Pe Pwanalunga-Charles Awiah Awampaga II has appealed to the government to come to their aid. According to the Chief, the inability of the government to come to their aid after 2 years of fire incidents at their Senior High School has forced their students to rent houses which are causing a lot of teenage pregnancies at the school. He said: “there are few things we will like to plead with you. One of them is the Senior High School. There was a time the girl’s dormitory got burnt and more than 2years down the lane, nothing has been done to it, and is even a day school we appealing to you, we are on our knees, come to our aide because it is a border town and they are facing a lot of challenges. They are encountering teenage pregnancies because they have to rent and the things they do whiles they do their studies is an eye saw, we are pleading with you to come to our aide”. He pleaded The Chief also cease the opportunity to ask for government intervention on their collapsed bridge which he said, is linking more other communities. “We have a bridge that is linking to so many communities from Paga to Navio, Sirigu, and back to Bolga. It has been closed down, making economic activities very hard for our people. Farmers bringing their farm produce is a Problem for us. Come to our aide in this regard”. However, making the last appeal to the Vice President Dr. Mahamudu Bawumia, the Chief said: “Please, we know that is not easy but we want to add. We have a school here which is highly in need and is an Arabic school Paga English and Arabic, we are appealing to you to give us 6unit classrooms to serve as one of the best schools”. Nabdam District’s first attempt to elect a Presiding Member failed
Assembly Members for the Nabdam District Assembly in the Upper East Region have failed to elect a Presiding Member after twice voting.The contest was between Hon. Charles Ndabon a current Assembly member representing the Tindongo electoral area, who also doubles as the Upper East Regional Organizer of governing New Patriotic Party (NPP) and Hon. Kolog Timbire Jonas, the Assembly member representing Yakote electoral area, he also doubles as the Constituency Deputy Youth Organizer of the opposition National Democratic Congress (NDC). The election took place on Friday, September 30, 2022, at the District assembly Hall. Meanwhile, before the election, the Nabdam District Chief Executive Agnes Anamoo expressed her profound gratitude to members of the assembly for their immense contributions through debates which she said have enriched deliberations on the floor of the house leading to the adoption of sound decisions for the development of the district.The DCE also extended the same gratitude to all hardworking Public Servants District whose technical support cannot be quantified.She further admonished Assembly members to consider the role of a Presiding Member in the district especially when it comes to district developments. Afterward, the incumbent Nabdam District Assembly Presiding Member Hon. Sampana Abass gave the contestants a 2 minutes speech opportunity to address colleagues’ assembly members. However, Hon. Jonas when gotten the opportunity to address other Assembly members, described himself as someone who wants the progress and development of the Assembly. He said, he was surprised that his counterpart Charles Ndabon was contesting him after giving him assurance that he wasn’t interested in the position when he visited him to seek his blessings. He later appeals to delegates to consider electing him Hon. Jonas as their presiding member. Because that will promote amicable working relationships with workers and the welfare of members. “But honestly, am surprised my brother is contesting, I like him, I have been to him and he said he was not interested. So, today, am surprised my brother is here. But he is a good brother and I only hope that he should support me. He has bigger roles to play, he has mining activities and other things to do” he said Also making use of his 2 minutes of his speech time, Hon. Charles Ndabon popularly known as ‘CHAMPION MAN’ gave delegates an assurance of a good welfare package for every Assembly member in the Nabdam district. He believes a vote for him stands for peace and unity. “Hon. Members, I present myself to you. Please, I will ensure that your welfare will be catered for. It has been a long time that in the leadership of our district there is no welfare. Hon. Member vote Charles T. Ndabon, vote for unity and development, vote for Nabdam first before Charles T. Ndabon thank you very much” After some little deliberation by the Assembly members, the election was conducted by officials of the Electoral Commission (EC) Out of a total of 21 qualified Assembly members in the Nabdam District Assembly, two-thirds which is equivalent to 14 votes was expected to see either Hon. Ndabon or Hon. Jonas as a winner per the constitution. But unfortunately, the first attempt gave both contestants 9 votes each, 1 spoiled vote, and 1 absent. Whiles the twice attempt as constitutionally mandated also brought a slight change. In the second round, Hon. Kolog Timbire Jonas’s votes were reduced to 8 and Charles T. Ndabon increase his vote to 11 and 1 absent. Remember, even though the Member of Parliament is part of the Assembly, he has no vote. However, Assembly is expected to reconvene within 10 days for the second batch of the election. Per the constitution, that will be the last opportunity for the 2 contestants if delegates failed to elect any of the two contestants as a Presiding Member.
