Parliamentary Proceedings Grinding to a Halt: Speaker Bagbin Cites Lack of Quorum

Ghana’s parliamentary proceedings have come to an abrupt halt as Speaker Alban Bagbin announced an indefinite adjournment due to the absence of a quorum. Apexnewsgh reports  This decision followed a tense session on Tuesday, October 22, marked by clashes between the New Patriotic Party (NPP) and the National Democratic Congress (NDC) over the composition of the Majority in the House. The Speaker briefly mentioned receiving a communication from the Supreme Court but refrained from providing details. Speculations suggest it relates to the ongoing legal battle surrounding the declaration of four parliamentary seats as vacant. The Supreme Court has temporarily halted this ruling, adding to the uncertainty. Earlier in the day, NPP MPs staged a walkout, leaving the NDC to occupy both sides of the House. The lack of quorum, coupled with escalating political tensions, led to the disruption. With the adjournment, the issue of vacant seats remains unresolved, further complicating the parliamentary situation. The indefinite adjournment has left both parties in limbo, awaiting further directions. The uncertainty surrounding the resumption of proceedings has raised concerns about the impact on the country’s legislative agenda. As the situation unfolds, Ghanaians will be watching closely to see how the parliamentary impasse is resolved. Will the parties find common ground, or will the stalemate persist? Only time will tell. Akufo-Addo’s Bill refusals: Parliament set to seek legal interpretation

The Speaker of Parliament, Alban Bagbin, announced that Parliament will seek legal interpretation after President Nana Addo Dankwa Akufo-Addo refused to sign certain bills passed by the House. Last year, the president declined to sign the Criminal Offences Bill of 2022, the Witchcraft Bill, and the Armed Forces Bill of 2023, citing financial implications as the reason for his refusal. Speaker Bagbin expressed disagreement with the president’s decision and stated that Parliament will take the matter to court. He emphasized that it is not within the president’s authority to determine the constitutionality of the bills, as that falls under the exclusive jurisdiction of the Supreme Court. Bagbin insisted that any allegations of misuse should be contested by the Supreme Court and not unilaterally decided by the president. In response, President Akufo-Addo cited financial burdens associated with the bills and singled out the Ghana Armed Forces Amendment Bill sponsored by Francis-Xavier Sosu. Bagbin stressed that determining the bills’ constitutionality is the sole responsibility of the Supreme Court, not the president. He also noted that if concerns exist about Parliament exceeding its constitutional authority, the appropriate action would be to bring the matter before the Supreme Court instead of making an executive declaration of unconstitutionality. 2024 budget not approved, Speaker declares

The Speaker of Parliament, Alban Bagbin, has stated that the 2024 budget has not yet been approved. Contrary to claims that it has been passed, Bagbin explains that the budget statement and economic policy are still being reviewed by the house. Finance Minister Ken Ofori-Atta had previously announced that the budget had been approved after a walkout by the majority. However, the Minority Leader, Dr. Cassiel Ato Forson, raised the issue during a correction of votes and proceedings, prompting Bagbin to intervene. Bagbin disagreed with the claims of approval, stating that the process did not reach a logical conclusion. As a result, he rescheduled the budget for consideration next week. The Deputy Minority Chief Whip, Ibrahim Ahmed, appealed to Bagbin to immediately consider the budget instead of delaying it. There was also debate over the absence of the majority MPs during the proceedings. Bagbin addressed the attacks on his character by the majority, stating that such attacks are on parliament as a whole, and he leaves them to God and their conscience. Witchcraft Bill: President refutes Speaker’s delay claims, says President is not silent on the bill– Presidency

The Office of the President has confirmed that President Akufo-Addo has not rejected the Criminal Offences (Amendment) (No.2) Bill, 2023, which aims to criminalize witch doctors and the act of witch-finding. This clarification was made after Speaker of Parliament, Alban Bagbin, expressed dissatisfaction with the alleged silence of the President regarding the bill. However, the President’s Office has clarified that the bill was only presented to him on Monday, November 27, 2023, which coincided with the day the Speaker raised concerns about it. The bill, introduced by MP Francis Xavier Sosu as a private member’s bill, seeks to prevent assaults on individuals accused of witchcraft and prohibit the activities of witch doctors and witch-finders. The statement goes on to clarify that the President is taking his constitutional responsibilities seriously and will thoroughly assess the bill before reaching a decision. In response to claims made by the Speaker of Parliament and the Minority Caucus in Parliament, the statement refutes the accusation that President Akufo-Addo has remained silent on the bill. It highlights that the bill was officially presented to the President on Monday, November 27, 2023, the same day that the Speaker made the accusation. Additionally, the President received the bill for his endorsement alongside the Wildlife Resources Management Bill, 2023, and the National Petroleum Authority (Amendment) Bill, 2023. This occurred through an official letter dated November 27, 2023, with reference PS/CS/112/826 (attached for reference). The statement concludes that the claim that the bill has been neglected on the President’s desk is entirely inaccurate, as it has received due attention. Witchcraft Bill: Speaker Alban Sumana Kingsford Bagbin unhappy with president Akufo-Addo’s failure to act

Speaker of Parliament Alban Bagbin has expressed his dissatisfaction with President Nana Akufo-Addo’s failure to take action on the Criminal Offences Amendment Bill 2022, also known as the Witchcraft Bill. Apexnewsgh report The bill, which aims to protect elderly individuals accused of witchcraft, was sponsored by Francis-Xavier Sosu and was passed in July 2023. Mr. Bagbin stated that the president had verbally indicated a desire to discuss something with him but did not mention the bill specifically. The Majority Leader informed Mr. Bagbin that there were issues with the bill, prompting him to review the deliberations of the house. Despite attempts to communicate with the presidency, no acknowledgment or response has been received, which is deemed unacceptable by Mr. Bagbin. Minority Leader Cassiel Ato Forson expressed concern over the delay in action on the Witchcraft Bill, which was passed by Parliament several months ago. He highlighted that the bill, along with the Criminal Offence Amendment bill, had been sent to the president for approval, indicating a constitutional breach. The Majority Leader, Osei Kyei-Mensah-Bonsu, acknowledged that there were significant issues with the bill that needed to be addressed. However, he noted that the president had been unable to discuss these issues with the Speaker due to their unavailability. They almost sold my residence–Speaker Bagbin

Speaker Bagbin has provided clarification on the recent controversy surrounding his official residence. He stated that his residence was not actually sold to a private developer, but rather it was “almost sold” while he was living there. The Lands Commission also refuted the claim, stating that the property was never sold to a private developer. In a meeting with civil society groups, the Speaker further clarified that his comment about the property being sold was just a passing remark, and that he was fortunate to still be in possession of it. “I didn’t say my residence was sold. That was not what I said. This was just a comment in passing when I said it was almost sold but luckily, I was in possession,” he stressed. The issue came to light when the developer tried to register the land at the Lands Commission. The Lands Commission had previously stated that the property was never sold to a private developer. Speaker Bagbin describes Minority leader ambulance trial as “persecution”.

Alban Bagbin, the Speaker of Parliament, has criticized the ongoing trial of Minority Leader Dr Cassiel Ato Forson in the ambulance case, stating that it is a form of “persecution”. Bagbin expressed his concerns about the trial during his visit to the family of the late former Majority Leader, Felix Kwasi Owusu-Adjapong. While he highlighted the importance of upholding the rule of law, Bagbin argued that the trial against Dr Ato Forson is more like a “gamble” rather than a fair legal process. He emphasized the need for an unbiased and impartial legal system that allows the law to take its course. Bagbin remarked that although he supports the rule of law, the prosecution in this case appears to be prioritizing winning or losing over ensuring a just legal process. The trial involves Dr Ato Forson, Dr Sylvester Anemana, and businessman Richard Jakpa, who are being accused in relation to the importation of 30 ambulances. Former Finance Minister Seth Terkper testified in court, stating that he had authorized Dr Ato Forson to request Letters of Credit for securing the supply of the ambulances. On the hand, Speaker Bagbin urged the police administration to reconsider their decision and find an alternative location for the Fixing The Country Movement’s protest. Additionally, Mr Bagbin emphasized the need for peaceful and constructive dialogue between citizens and the government to address the concerns raised by the Fixing The Country Movement. He stated that protests and demonstrations are important tools for citizens to express their grievances and hold the government accountable, but they should be conducted in a peaceful and orderly manner. Mr Bagbin called on the government to listen to the concerns of the Fixing The Country Movement and engage in meaningful dialogue to address the issues raised. He emphasized the importance of finding common ground and working together to find solutions that benefit all citizens. However, Speaker Bagbin expressed his hope that the police administration would reconsider their decision and find a more suitable location for the Fixing The Country Movement’s protest. He urged all parties involved to prioritize peaceful dialogue and constructive engagement in order to address the concerns of the citizens effectively. Bagbin refers Ghc187m kitchen cabinet scandal to Finance Committee for investigation

The Speaker of Parliament, Alban Bagbin has tasked the Finance Committee to investigate an exposé by North Tongu Member of Parliament, Samuel Okudzeto Ablakwa which he terms the Kitchen Cabinet Scandal. According to Ablakwa, cousin to President Akufo-Addo and leading member of the governing New Patriotic Party (NPP) Gabby Asare Otchere-Darko has been harassing officials of Ghana Revenue Authority (GRA) to pay an amount of 187.3 million cedis to his client West Blue Company. The ranking member for the Foreign Affairs Committee argues that though the company is not entitled to the amount, Gabby in collusion with the Attorney General, Godfred Yeboah Dame and officials of the Ministry of Finance are putting pressure on GRA to effect payments. Addressing the media in parliament, Okudzeto Ablakwa disclosed the Finance Committee will get to the bottom of the matter. The lawmaker charged officials of the GRA not to succumb to threats and intimidation to pay the said amount. Mr. Ablakwa questioned the silence of the finance minister on the matter since he made the scandal public. “We are saying that 48 hours after this exposé the silence of the Attorney General is too loud, the silence of the Ministry of Finance is too deafening and of course the silence of the master perpetuator, the ground master of the President Akufo-Addo’s kitchen cabinet, Gabby Asare Otchere Darko is definitely too loud. “We expect the Ministry of Finance to be accountable to the Ghanaian people and they own the Ghanaian people on this matter. We will not allow them to keep quiet and coil into their shelf,” the lawmaker stated. He continued: “We have brought these matters formally to the attention of Parliament and more specifically to the attention of the leadership of Finance Committee. We have had assurances from the Finance Committee of Parliament, particularly from the ranking member on Finance Committee that during the break they will be inviting GRA to look further into this matter.” Starrfm
