BTU Lecturer Raises Concerns Over OSP’s Recent Motives in Ofori-Atta Case

Hon. Awineyesema Abiire, a lecturer with the Bolgatanga Technical University (BTU), has expressed concerns over the Office of the Special Prosecutor’s (OSP) motives in its recent actions against former Finance Minister Ken Ofori-Atta. Apexnewsgh reports Hon. Abiire’s concerns come after the OSP declared Ofori-Atta a fugitive for failing to appear for interrogation in corruption-related investigations. The OSP’s Special Prosecutor, Kissi Agyebeng, stated that Ofori-Atta was directed to attend an interview on February 10, 2025, but his lawyers informed the OSP that he was out of the country indefinitely on medical grounds. The OSP has denied any involvement in the alleged raid on Ofori-Atta’s home, suggesting that the incident may have been staged to create the impression of persecution. Meanwhile, further buttressing his point, Hon. Abiire added that, in the 14th Century, William Shakespeare wrote a comedy- Much Ado About Nothing where there was much fuss without a planned and well thought action. The National Coordinator for Ghana Landscape Restoration and Small Scale Mining Project (GLRSSMP) John Kingsley Krugu has said, there is a lot of negotiation going on as far as mining activities in the Upper East Region are concerned. Dr. Krugu confirmed this during an engagement on Apexnews Ghana’s flagship development programme dubbed “SPEAKOUT UPPER EAST REGION” with Ngamegbulam Chidozie Stephen on Tuesday, September 27, 2022. He said: “The whole of the Upper East is pretty rich with resources and this is the time to make sure we got right” Asking the National Coordinator for Ghana Landscape Restoration and Small Scale Mining Project to educate us by letting us know some existing mining areas in the region, he said: “Is been mined in Talensi, is also been mined in Zongoyire at the Zongoyire concession and as well there is a mining company in Zongoyire and they have an exploration license and they are also currently busy in the area and don’t forget, there is another company that owns a concession in the Sapeliga area that shares borders with Burkina Faso. So, there is a lot that is going on”. According to him, “Some people have said that the future of gold mining is in the north and now if you looked at Talensi, there are two large-scale mining companies there, we have Earl International the former Shaanxi that was providing mining support services but now transformed into Earl International and bought the small scale and concession into a large scale. Then you have Cardinal Namdini Mining Limited and they are even building a much bigger mine and is in the area of investment of around $200 million dollars. Clearly, this is the direction of the future”. He stressed He said: “Just imagine that when Cardinal is completed and the Zongoyire exploration that is going on and they happen to get a mineral in commercial quantity and you also have a large-scale mine there, we will end up with 3 large-scale mining within the area and that alone will blow up Upper East”. He hinted “I can tell you because a large-scale mine provides several employment opportunities and also several other support businesses. This is the future” He maintained. Responding to the issue of denying indigenes access to what is due them as far as the natural resources are concerned which atimes end up putting them into abject suffering and poverty Dr. Krugu said: Of course, wherever there are mineral resources you will see people in difficulty, and having access to those resources becomes an issue and in most cases, the indigenes get impoverished instead of being blessed with those resources. “But there have been a lot of lessons learned. Sam Jonah will tell you how South Africans became beneficiaries when they became owners of the resources of the concessions and they became investors. Unfortunately, the mining sector is expensive, because you need enough resources and that is when you become a better beneficiary”. He said: “those lessons have been learned and those lessons are been put to negotiation with Earl International. You know they acquired the small-scale mining license from certain individuals in the Talensi area, we know that they pay them money, the negotiation also included equity so it was not just cash that they gave to them”. “The point is that the small-scale miners got an equity share, not just money they took home but in the future, they have a percentage share of whatever the mining company is getting. What that means is that the size of whatever the mining company gets, the bigger their shares become” “Now, those are the lessons we have learned. What it means is that the indigenes don’t get impoverished but they will continue to benefit and those kinds of negotiations are going on as I speak to you in the Zongoyire area. We are in discussion with the company that is doing the exploration because the youth there cannot wait for the exploration to be completed for them to see whether the resources are in large quantities to get investors to come and do large-scale mining”. However, just on a lighter note, Dr. Krugu acknowledged that folks are hungry and they cannot wait. “So, we are in negotiation with the mining company to say, give us a portion of the concession for community mining for the youth to find something to do and earn little income”. The National Coordinator for Ghana Landscape Restoration and Small Scale Mining Project (GLRSSMP) Dr. John Kingsley Krugu has said, the era cumbersome and difficult process of acquiring a mining license is gone. Speaking on Ngamegbulam Chidozie Stephen Apexnews Ghana’s flagship developmental programme dubbed “SPEAKOUT UPPER EAST” on Tuesday, September 27, 2022, the Dr. Krugu, the move is a long-term sustainable intervention that the government brought on board. Giving little history the how it started, Dr. said: “If you remember when his Excellency took in his second term, he called for a national dialogue, and Hon. Samuel Abu Jinapor took it up and organize those dialogue and one of the key findings that came out of that dialogue was that a lot of people want to get licenses to do small-scale mining but because the process of getting those licenses are cumbersome and difficult, which is one of the reasons people will go and do it illegal and if you look at it, it makes sense that Stephen, if you were to wake up one day and they tell you behind your back yard there is gold and you need money and then, you looked at this gold and somebody say no, you have to go through a very long process in order to get a license to back and mine that gold, I think rationally, what you would do is to get a pickaxe and start digging. So, that finding came out from the national dialogue and the regional dialogue”. He said: “one of the orders that were given to us is to simplify the process of Ghanaians getting a license. The interesting thing is that small-scale mining is only the preserve of Ghanaians. No foreigner can get a small-scale mining license. So, the demand we have was to work out to simplify that process so that every single Ghanaian who wants to engage in small-scale mining activities can get the license and once you get the license, then you come under the regulation of the Mineral Commission, you come under the regulation of Environmental Protection Agency (EPA), you come under the supervision of Water Resources Commission and all of that will prevent what we are seeing and we are not all happy”. We have worked to already simplify that, the Mineral Commission has done a very fantastic job and with support from my office, recently I was in Bolga where we trained small-scale miners on how any Ghanaian can sit in the comfort of their home as long as they have access to the internet whether, on their phone or laptop, they can apply and get a license and do mining.Right now as we speak, you can go to the Mineral Commission website, there is a link called the MINING CADASTRE ADMINISTRATION SYSTEM (MCAS) and if you click it, it will take you to a place that says APPLY. He explained “When we finish this, one more step and we call it a one-stop shop. We want to put the EPA, Water Resources, and Mineral Commission all on that Common platform. So, in the future, there will be no need of carrying files from one Agency to another. All of that discourages people from doing the right thing”. He revealed So, that is the kind of long-term sustainable intervention that the government is doing, with a such move, in 10 years’ time, we don’t need to come back and talk about the issue we are talking about. So that when they are on long vacation we know that students A and B are going to learn welding which can lead them to become wilder. So, if we are able to start the industrial attachment to that level because we have not been able to feed all the Senior High Schools with the necessary equipment and tools. We can do these simple attachments so that when the school gets home, he cannot find an excuse that he or she is traveling to Kumasi”. A Regional Communication Team member of the opposition National Democratic Congress (NDC) John Paul Danka has said, “If you want to destroy any nation, you don’t need to throw bombs, you don’t need to cause war, target the education system and that ends it”. Mr. Danka made the pronouncement when discussing the government flagship programme of Free Senior High School (FSHS) Policy on ApexnewsGh.Com flagship Programme dubbed ‘SPEAKOUT UPPER EAST REGION’ on Monday, September 26, 2022 Giving some history about how the NDC government started the process, Mr. Danka said, in the 1992 constitution Article 25 (1b) the provision was made for the country to look at all forms of Secondary school education, the best way it could be affordable, accessible. He pointed out, that there was a need for then NDC government to start looking into the FSHS Policy in the constitution and later arrived at ‘Progressively Free Senior High School’ “1n 2015 thereabout my government and my president decided to look at the FSHS policy in the constitution. The Key word here was ‘Progressively Free Senior High School because we know our economy has issues and for that matter, if we really want to implement it holistically, we will have issues. So, we started with the assumption of most of the fees of these students which had to do with a little about 320,000 students. We absorb their fees for them and subsequently, we were looking for an additional 120, 000 Borden students we can absorb to see how progressively do what we can do that will not be a stress on the budget. So, that was the beginning of the Progressive Free Senior School”. Mr. Danka explained However, Mr. Danka noted that when it comes to policy, the NPP and NDC are like two doctors trying to cure a particular sickness, “NPP might decide use ‘quinine’ to treat malaria and we the NDC might decide to use ‘malafan’ and at the end of the day we looked at it from that angle of progressiveness and they came in and say, it is long overdue they want to implement it fully. So, that is how come we now have the full wholesale as FSHS. But if you looked at it progressively, almost every government did something as part of the introduction”. He stress According to the NDC Communicator, “Nobody is saying FSHS is not good, but the problem we are having here is that we cannot have those at the base level doing the implementation. They are always afraid of telling the policymakers that they have a problem or challenges with A, B or C and that is why we started talking about the review of FSHS as our position. There are others who even at some bigger platforms say John Mahama is going to cancel FSHS but we keep telling them they are wrong. Today are we not back into reviewing? What am doing with my brother, is it not reviewing? The Bolgatanga Municipal District Chief Executive Mr. Rex Asanga has been advised to retract the statement he made against ‘Ghana First Company Limited’ a company under a Public-Private Partnership with the government constructing 10,000 units of modern automated toilet facilities across most metropolitan, municipal, and districts around the country in a Clean Ghana project. Mr. Asanga on Wednesday, August 24, 2022, during an interview on Yem Fm monitored by Apexnewsgh.com was responding to issues regarding sanitation in the Bolagatanga Municipality and the effort by the assembly is making to eliminate the Canker of Open Defecation (OD) Meanwhile, responding to the Sanitation Issue, he mentioned that the assembly is initiating a dialogue with the contractors of Ghana First Company Limited to see how they can complete the toilet and put it to use because the company has since disappeared “We also want to increase the number of toilets we have. I don’t know if you have heard about Ghana First toilets. There was some… I don’t know whether is an NGO or an Organization that came around and got people to start building toilets and the people started building the toilet almost to completion and they disappeared up till now. So, we are initiating some dialogue with the contractors of those toilets to see if we can bring the toilets on board to add. I agree with the one who sent in the message that we need many more toilets in the system”. He maintained However, the MCE also maintained: “Ghana First is not a project of the assembly, is an organization that awarded contracts across the country to individual contractors to construct toilets and they disappeared and left the contractors and some of them have spent all their investment in the construction of the toilets and they can’t find the employer”. Following the pronouncement by the MCE, Ghana First Company Limited has written a letter requesting a retraction from the MCE for what they claim is a false statement he made against them. ”The letter says: We have intercepted a publication to the effect that, you cannot find Ghana First Company Limited anywhere for discussions on the toilet facilities. You further stated that you were going to mobilize the contractors for them to continue to complete the projects and run the projects with the Assembly”“We disagree with your statement that, we are nowhere to be found. We are still operating from our office and we have not relocated”. “We, therefore, wish to advise you to retract your statement in order to avoid any legal action to be instituted against you”. “We are by this letter, advising you to retract the statement within 14 days upon receipt of this letter, in order to avoid any legal action being instituted against you. We count on your usual cooperation”.
