‘No Ghana card no pay’ order ‘preposterous’ – GNAT

The Ghana National Association of Teachers (GNAT) has said the directive by the Controller and Accountant-General’s Department (CAGD) that public sector workers will not be paid from December if they do not have a Ghana card as “preposterous”. In a statement, GNAT said: “We wish to state that the said public notice is not only unfortunate, but preposterous, egregious, and intimidating and that Ghanaian workers would not stand such knee-jerk approaches to solve someone else’s laissez-faire attitude towards resolving perceived shortcomings and lapses in the [payroll] system.” “We wish to emphasise that it is the onus of the NIA to ensure all workers secure the NIA cards, so the NIA should liaise with the CAGD, the employers, and the workers themselves to have the cards issued them (the workers) and save them (the workers) from being held hostage, by the CAGD. We are not happy that workers would be held to ransom and harassed, as a result of the operational lapses of both the NIA and the CAGD.” GNAT urged the CAGD to rather “help facilitate the process and stop intimidating and harassing workers.” Meanwhile, the Ghana Federation of Labour (GFL), the umbrella body of some workers in Ghana, has served notice that it will test the authority of the Controller and Accountant-General’s Department in tying the salaries of public sector workers to the Ghana card, in court. “We are going to test the authority of the Controller on the use of the Ghana Card as the sole form of identity for the payment of salaries in court”, General Secretary Abraham Koomson said on Thursday. The GFL wondered why the CAGD is rather not using the Social Security and National Insurance Trust (SSNIT) card of workers for that purpose. Mr Koomson said the federation is considering holding discussions with the leadership of some other public sector workers to test the authority of the Controller as far as the directive is concerned. “For the Controller to say it will not pay the salaries of workers who do not have Ghana card as a form of identity on their personal data is absurd”, Mr Koomson stressed. “As a federation, we will not sit down for our members to be mistreated by the Controller”, he warned. He urged the Controller to come clean on the directive before things get out of hand. Mr Koomson contended that some workers have registered for the Ghana card since last year but are yet to receive it from the National Identification Authority (NIA). “So why the hurry for the Controller to tie the payment of salaries of workers to the acquisition of the Ghana card?” he queried. As a teacher, from the very day you receive your, appointment letter, your employer and his representatives become your pen pals. As long as you remain in the service, you will write at least one form of letter before the end of every year.It’s either you are writing to your Headteacher, the Circuit Supervisor, the District/Municipal Director, the Regional Director or through them to the Director General at the top. Some of the letters we write often includes and not limited to? Acceptance letter Assumption of duty letter. Application for reactivation/reinstatement/ re-engagment Application for promotion /upgrade Application for casual leave/ study leave/anual leave /maternity leave /sick leave Application for transfers / change of management unit etc However, whenever its time to write any of these letters, we are found wanting. Most embarrassingly, we go through so much to write, it gets handed back to us to go and do corrections. Some of the most common reasons identified as why our letters get rejected include the following : Terrible grammar: Facts gathered from GES officers suggests that, a chunk of teachers even though may have good self expression, a lot more just can’t put pen to paper and communicate professionally in writing. It is a mark of credibility deficit as well as a dent on the teaching profession for a teacher to submit a letter which is replete with poorly constructed sentences and without respect to subject verb agreement (Concord) to the office of Education Directorate. The lack of or inappropriate punctuations, spelling errors and grammatical mistakes in our letters creates confusion as it corrupts the letter’s intended meaning. It is advised that, you consider proofreading your letters thoroughly before you submit. If you don’t have command over the English language to identify grammatical loopholes, kindly hire a lawyer to assist you because there is no shame in admitting that you don’t know. Wrong/improper address. This has got many letters rejected than any other issue. If you are in doubt about who to address the letter to, please kindly find out first before you even attempt writing. For instance, currently, if you are applying for upgrade, you have to address it directly to the director general through the regional director through the district/municipal director. Missing unique identity details of the writer in heading. These letters have special feature attached to the heading that doesn’t conform to what we leant as formal letter. For instance, headings of letters coming to the office should bear the heading (eg Application for casual leave, the writer’s name, staff ID, registered number, SSNIT No. Etc). Any letter that does not follow the above format will be rejected. Use of informal language. Never write “Dear Sir/Madam”. Know the gender of your recipient. Contracted forms of words should be discouraged and make sure you go straight to the point. No long talk. The format of the letter should conform with what we know to be GES standard. The language and its mechanics must be formal as expected. A subscription like “Yours sincerely” for your director is unprofessional even if the director is your side chick. Not following preferences /protocols laid down by your recipient. Someone directors state explicitly that, all letters to the district/municipal office should be written through the Circuit Supervisor or heads and they are to attach a memo before it reaches them. It is for a good reason though beaurocratic. Just Give then what they want to save yourself from frustration. Wrong use of technological terms. Words such as, reinstatement, reactivation, reengagment. Know what they mean with respect to GES human resource management and when to use them. Finally, improper dressing. As professionals, there is the need for us to dress properly whenever we are going to the GES Directorates for whatever reason because some of the officers and even Directors are very observant and critical of teachers dressing. There’s this embarrassing scene sometime ago in Ejura-sekyedumase municipality 2014. A teacher had come to submit a letter for upgrading to the rank of a principal superintendent. He was in long sleeves with the galamsey type of sleepers. He met the deputy director at the office of the registry. Come and see how he was lambasted. The deputy director instructed the officer at the registry not to accept his documents until he appears as a professional teacher. “Go back and wash your dirt stained clothes, iron them and dress properly before we accept your documents” he stressed. Yes, many of them are critical about dressing. Dressing professionally tells a lot about your person and will determine how people treat you- you dress the way you want to be addressed. This has a lot of negative impacts on persons both in their field of work and their promotion as well. Let’s consider the following frequently asked questions about SKIRT AND BLOUSE COURSES. What is Skirt and Blouse programs choice of degrees? This is when your programs vary in the degrees you have acquired. For instance, an individual who pursued a Bachelor of Education (B.Ed.) in basic education, majored in Mathematics and decides to do Masters of Education (M.Ed.) in educational administration and management, then your first degree is different from your second degree though they are educational programs. As University graduates of Diploma holders in Basic Education still stays at home since 2016/ 2017 respectively Ghana Education Service has continuously employed trained teachers from the colleges of Education in active service. The National Association of Graduate Teachers (NAGRAT) has said it does not want to see a second wave of COVID-19 infections in Ghana as is happening in other parts of the world. The association has for that matter urged heads of various schools to ensure that the necessary safety measures and protocols are put in place to safeguard the welfare of students and teachers as second-year junior and senior high students return to school to complete their academic year. The decision was taken by the Ghana Education Service after consultations with the relevant stakeholders. The students will remain in school until 14 December 2020. Announcing this in his 16th COVID-19 address to the nation on Sunday, 30 August 2020, President Nana Addo Dankwa Akufo-Addo said: “With Junior High Schools operating with class sizes of thirty (30), and Senior High Schools with class sizes of twenty-five (25), SHS 2 and JHS 2 students will be in school for ten (10) weeks to study, and write their end of term examinations”. Just as was done in the case of final year university, JHS and SHS students, the government says all JHS 2 and SHS 2 students, as well as all teaching and non-teaching staff, will be given reusable face masks. Each school will be provided with Veronica Buckets, gallons of liquid soap, rolls of tissue paper, thermometer guns, and 200 milli-litre containers of sanitisers. JHS 2 students will be given one hot meal a day. Assemblies and sporting events remain banned, and the use by outsiders of school premises for other activities is still not allowed. It is an open secret that Nurses, doctors have uniforms. Lawyers, Judges have uniforms and even Services and Forces like immigration, police, Army, Fire Service have uniforms. Most recognized professions have uniforms except the teaching profession. However, teachers have received the news of “professional uniform” with mixed feelings. While some think that it’s good for teachers to have their own uniform, others vehemently oppose the idea. Counsellor Daniel Fenyi, who spoke to Green 88.5FM last Friday morning, made an appeal to the Government to consider introducing uniforms to the teaching profession just as they have introduced the Teacher License. He argued that teachers spend a lot of money on clothes and dressing, meanwhile, they are not given any clothing allowance. Counsellor Daniel also decried the shabby and faded dresses some teachers take to school. He thinks that when a uniform is introduced, it will reduce the cost of dressing and also reduce the shabby dressings of some teachers. Counsellor also added that a uniform will give teachers some “official” recognition in the public space such as the bank, hospital, transport, etc just as the police, nurses gain recognition when they go to the bank, hospital or sit in public transport. However, some teachers have kicked against Counsellor Daniel’s appeal. They feel a uniform will reduce their status and make them appear childish.
