Massive Durbar of Chiefs Staged by U.S.-Based Son of Upper East’s Gabriel Agambila at UER Airport Site

Chairman of the Upper East Airport Development Committee Gabriel Agambila, a U.S.-based son of the Upper East Region, has organized a durbar of chiefs and residents at the proposed airport site in Anateem Sumbrungu, in the Bolgtanga Municipality of the Upper East Region. The Upper East Regional airport has faced challenges for over 30 years, with politicians from the NDC and NPP parties using it for political purposes. Despite promises made by President Akufo-Addo and his party during the 2016 campaign of making he completes the Upper East Regional Airport, the situation surrounding the airport still remains unchanged and stagnant. The Paramount Chief of the Sakoti Traditional Area, Naba Sigri Bewong, on behalf the chiefs, Tindaamas and well-meaning residents of the region reminded President Nana Akuffo Addo of his promise to build the airport during the durbar of Chiefs. “We would like to remind President Nana Akuffo Addo of his promise to complete the airport if elected into power, as he stated during his visit to the Sumbrungu Chiefs Palace and the One-Village-One-Dam project launch in Bongo. As his second term is coming to an end, we kindly appeal to him to honor his promise and allocate resources to continue and complete the construction of the airport”. The Chief emphasized the frustration and despair felt by the people of the Upper East Region, as it is the only region without a functional airport. The Chiefs expressed their disappointment in successive governments’ lack of political and financial commitment to the project, and urged the President to honor his promise and allocate resources for its construction. They also called for a revisit of the technical assessments and the development of partnerships with private investors. The Chiefs highlighted the need for an airport to attract investment and drive development in the region, particularly due to the discovery of valuable resources. They commended the efforts of the Upper East Regional Minister and called on all individuals to support the cause. The durbar of chiefs at the airport site was described the largest since the project began in the 1970s and 80s. The Upper East Regional Minister expressed his determination to see the construction of an airport in the region. He reaveled that his efforts has brought investors from France, Morocco, and China. He emphasized the unity of the people and called for their support in bringing an airport to the Upper East Region. “Am very glad that now, I will not be fighting for the airport alone, I will be fighting it with all these people behind me and am very pleased. Now, I know that the chiefs and the people of Upper East are all behind me, I know that both NPP, NDC, CPP and those who don’t even belong to any party are behind me. So, let us fight together, let us bring airport to Upper East because we also deserve to also drive for few kilometers to come here and also take a plane to Accra or anywhere else”. The Minister said Gabriel Agambila, Chairman of the Airport Development Committee, expressed his disappointment with politicians who have consistently used the promise of an airport in the Upper East Region as a means to gain votes during elections. He shared the story of a foreign investor he had brought to the region, who ultimately decided to establish his business in Accra instead. This missed opportunity would have provided much-needed employment for the youth and residents of the region. It must again be noted that, government identified and compulsorily acquired 7051.44 acres or 2,8853.72 hacters of this land for the development of an airport for the region in the late 1970’s and early 1980’s after the proximity of Paga airstrip to Ghana’s boarder with Burkina Faso made it diplomatically and security-wise unsuitable for military and civil aviation purposes. When this land was identified, the Chiefs and Tindaama of this community in the spirit of development and patriotic nationalism, willingly released the land for the project and relocated at their cost. Farmlands and other economic trees such trees such as Shea nuts trees were destroyed to pave way for the projects and hence rendered many farmers and women economically inactive since their source of livelihoods were dependent on farmlands and economic trees. Madam Caroline Kurugu, Secretary to the committee, the Bongo chief, regional chief Imam, and other dignitaries from the region  were also present at the event. Pwalugu Multipurpose Dam construction to start 2021—President Akufo-Addo

“The construction of the Pwalugu Multipurpose Dam project is aimed at mitigating the regular floods that occur in the White-Volta basin covering parts of the Upper East and North East Regions. Preparatory activities started in 2020 and would be completed by the first half of this year with actual construction commencing the second half of this year, Commissioning is expected in 2025. It is the single largest investment in the northern part of Ghana, made by any government,”. The President made this pronouncement during his State of the Nation Address (SONA) on Tuesday, March 9, 2021. The President who was very emphatic during his address assured the country and more especially the people of the Upper East and North East Region that, earthworks on the Pwalugu Multipurpose Dam will begin in the second half of 2021 after the completion of preparatory activities in the first half. Meanwhile, President comments trail the submission of Former Energy Minister John Peter Amewu who during his vetting as Minister Designate for Railway Development disclosed that the construction company in charge of constructing the dam, Power China, has written to the Ministry of Energy for initial mobilization to officially commence work, adding that the delay was due to funding challenges. President Akufo-Addo during the sod-cutting event explained that the Pwalugu multi-purpose dam and irrigation project when constructed, remains the single largest investment by any government in Ghana’s North. The three main components of the project are a dam with an elevation of 165 meters and a maximum reservoir of 350 square kilometers, a hydroelectric power generation unit made up of two turbines with 60 megawatts of installed capacity, and 16.5 megawatts of firm continuous capacity as well as an irrigation scheme consisting of 12 metres high weir and canal system spanning about 25, 000 hectares of land. Apart from boosting economic growth through increased solar energy supply, the project is expected to help cut down on the importation of food such as rice and also serve as flood control due to the perennial flooding that often accompanies the spillage of the Bagre Dam in Burkina Faso. The outgoing President of the Upper East Regional House of Chiefs, Naba Orlando Ayamga Awuni III, who doubles as the Paramount Chief of Naaga Traditional Area, has said President of the Republic, Nana Addo Dankwa Akufo-Addo decision to seek a second term in office is appropriate and will be granted by his performance. Excited by the development projects undertaken by the President over the course of the last three and a half years, Naba Awuni III stated that “notable amongst the prominent projects are the Bolgatanga-Bawku-Polimakom road under construction, the Pwalugu Multi-Purpose Dam, and the provision of ambulance service to all constituencies across the region.” Whilst acknowledging other projects “like educational infrastructure, agricultural improvement, and other social intervention policies”, the Chief recalled that, in 2017 President Akufo-Addo paid a courtesy call on the Upper East Regional House of Chiefs where some specific demands on projects were made. “We are, therefore, grateful to know that those demands have been met. Your Excellency, the Ghanaian constitution debars us from taking part in active party politics” he said. The President of the Upper East Regional House of Chiefs continued, “As Chiefs, our role is peaking our mind on national issues. There is a thin line between partisan politics and speaking one’s mind or opinion on national issues. However, our tradition allows us to commend whoever does something good for you.” However, with two months to the holding of the December elections, the Upper East Regional House of Chiefs appealed to Government to ensure that peace prevails before, during and after the elections. “After all, we have on Ghana with a common destiny. We, of the Upper East Region House of Chiefs, are following the disturbing news in the Volta Region about Homeland Study Group who are advancing for succession, and wish to join our colleagues in the Volta Region to condemn the act as criminal and has the tendency to mar the peace and tranquility the people of Ghana enjoy,” he said. A Pressure group known as Upper East Development Association in the Upper East Region has called on successive governments to stop paying lip service to the region, but rather focus on how to develop it. The group says the region for many years lacks the needed developmental projects due to lip service that successive governments have paid to it. The region over the years has been governed by individuals who seek their personal and party interest to the neglect of the region, the group added. Operational Team member of the group, Atindana Williams made this known during the launch of it in Bolgatanga. “We are the gateway to Ghana from neighboring landlocked countries but we have not been able to harness the economic potentials associated with that. Poverty, unemployment, crime, and alcohol consumption are on the ascendancy yet no steps or efforts have been put to addressing them.” Although the region is the furthest from the national capital, the only way of getting into the region from Accra is by road travel why will we continue to suffer like this, Mr. Atindana asked. Explaining the aims of the group, Mr. Atindana says it seeks to bring unification to the region through pursuing and lobbying for the development of the region, adding that the only way they can achieve it, was when they put their ideas together. “To reverse the narrative, we must stand up and collectively call for the common goal.” The group, however, appreciated the efforts played by the previous and current governments for realizing that some of the major bridges and roads are undergoing some level of construction. Mohammed Habibu Tijani, the Deputy Minister of Foreign Affairs and Regional Integration has said passport application centers will soon be opened in Cape Coast and Wa to ease the stress of acquiring the identity and traveling document in the country. According to Mr. Tijani, the government had migrated to online platforms as far as the application of passport in the country was concerned for effective service delivery. Speaking at the second series of a virtual Result Fair in Accra, Mr. Tijani said the government had increased the validity of the Ghanaian passport from five years to 10 years to conform to international practice. He said there were few application centers across the country, with each having its peculiar challenge, leading to undue delays in the acquisition of passports and exploitation of applicants by the “goro boys” or the middlemen. Mr. Sabi reiterated the government’s resolve to ensure that the processes leading to passport acquisition were made in an effective and efficient manner. He said the Ministry of Foreign Affairs and Regional Integration had from March 1, 2020, ceased all manual passport application operations. The Ministry directed all applicants subsequently to purchase the online passport application platform from its website; passport.mfa.gov.gh for their applications. He said with the online application platform (passport.mfa.gov.gh), one would need to create an account and make the payment, after which the form will be sent to the email. However, Mr. Tijani also reiterates that online passport application is now available at all Passport Application Centres in the country.
