Apaak appeals to GIJ to rescind its stance on students who registered late

Dr. Clement Apaak is asking the Ghana Institute of Journalism (GIJ) to rescind its decision asking students who registered and paid late for the new 2021 academic year to defer their course. Dr. Apaak who is also the Deputy Ranking Member on Parliament’s Education Committee, GIJ should seek alternatives in retrieving fees from students rather than forcing them to defer their programme. He also asked the authorities to give a little human face due to the financial pressure COVID-19 has brought on parents. The Ghana Institute of Journalism (GIJ) in a notice earlier this week gave a directive for all students who paid their fees after the deadline for registration to defer the academic year. The development apparently outraged many students and Ghanaians which saw the school being heavily criticized with some students staging a protest at the school’s premises on Wednesday, March 24, 2021. The school in a statement on the same day justified the decision , indicating that it should not be seen as a punishment but rather an opportunity for students to maintain their studentship. But according to the Builsa South Member of Parliament, the school must be kind enough to accommodate the about 100 affected students. He argued that the student’s excuse of the COVID-19 pandemic being the reason for the delay in paying the fees is justifiable. “We all know the impact of COVID-19 on our Ghanaian economy and the global economy. We know how parents have lost jobs and sold assets. If the students registered late or have not been able to register, and they are making the case that it is as a result of COVID, I don’t think anyone should doubt them,” he said on Eyewitness News. Dr. Apaak proposed that GIJ allows the students to sit for the exams which will come off in the coming weeks. In the case of final-year students, he said GIJ can make the payment of their outstanding fees a pre-condition to their graduation rather than forcing them to defer their courses. “The institution should extend its magnanimity to the students because these are students who are not going to disappear from the surface of the earth, allow them to write the exams. They have prepared and are in the right frame of mind [to write the exams] in spite of all these socio-economic challenges that COVID-19 had brought upon them. [Allow them to write the exams] then after that, those who are completing will surely come to graduate. They will come for their certificate and whatever amount they owe the school, clearly you will ask them to pay before they get their certificate. Those who are continuing students would have to come again and register for the next semester so why can that not be the way to address the situation under these very trying times which has not been wished by any Ghanaian let alone a student,” he argued. The Member of Parliament for Builsa South, Clement Apaak, says the New Patriotic Party is likely to break the eight-year cycle and win the 2024 elections if former NDC flagbearer John Dramani Mahama fails to contest. According to him, it is important to keep faith in Mr Mahama and persevere with him in the next election than picking a new flagbearer to lead the party. His comments come after the Economist Intelligence Unit  (EIU) projected victory for opposition NDC in the 2024 elections even though the polls are years away. The report also added that the NDC had a better chance of winning if they chose a new candidate. “The next parliamentary and presidential elections are due in 2024. Under the constitutionally mandated term limits, Mr Akufo-Addo cannot run for a third term. Mr Mahama is reportedly considering whether to run again, but we expect the NDC to seek to revitalise its prospects with a fresh candidate. “After two terms of NPP government, we expect the NDC to win 2024 presidential election and to gain a small majority in parliament,” the latest report of the firm obtained by Starr News said. Meanwhile outlining the details on the night of the dissolution of the 7th Parliament in an exclusive interview with the media, the MP for Suame indicated that during the voting exercise to determine who was to be the leader of the House of Legislature, contrary to the reports, both candidates garnered 136 votes. He further explained that two of the votes were unaccounted for, while one got rejected because both candidates had been tainted. However, he said, that the former MP for Nadowli Kaleo, Alban Bagbin did not win the speakership race but upon dialogue both leadership of the house, concluded to give it the Mr. Alban Bagbin. However, Dr. Apak believes there is some level of dishonesty from the position of the Majority Leader. He further explained that the truth is that after many hours of standoffs because the NPP side he leads had refused as he instructed, to abide by the law dictated and practice driven protocol of secret voting or if you like, secret ballot, he and his team reluctantly agreed to do what is right. “Thereupon, we voted, all 275 of us. The ballot box was opened and the ballots sorted. There was one spoiled ballot after sorting in accordance to the number of Candidates: Prof. Mike Oquaye number 1 and Alban Sumana Bagbin number 2. The votes for Prof. Oquaye counted were 136.” “It was after this that we in the NDC started jubilating because the outcome was obvious, that our Father and nominee, Hon. Bagbin had won. Clearly with only one spoiled ballot, common maths showed that Bagbin obtained 138 votes. For those not good at maths, 275 minus 1+136=137. Leadership then went into conclave and returned to confirm that Bagbin was indeed the Victor. And the process continued with the swearing-in of Speaker Bagbin. When MPS-ELECT got sworn in, the next was the approval of the 1st and 2nd deputy speakers of Parliament. For these positions we did not cast ballots, we agreed. Hon. Kyei Mensah Bonsu, the now minority leader, should stop being arrogant. Truly, if he and his team had a choice, will they make the Rt Hon. Alban Sumana Bagbin the Speaker of Parliament? Hon. Rt. Hon. Sumana Bagbin was duly elected as the Speaker of the 8th Parliament of the Republic of Ghana. This was in spite of all the plots, schemes and shenanigans of Mr. Akufo-Addo as deployed by his henchmen aftert a meeting on the night of January 6th and the early hours of January 7th. Kyei Mensah Bonsu was part of that meeting held at a well-known hotel. In fact a number of Akufo-Addo henchmen were spotted in Parliament, ostensibly to oversee the execution of their plots to ensure that Prof. Mike Oquaye was elected Speaker. The action of Hon. Carlos Ahenkorah was known by Kyei Mensah and was duly sanctioned by the cabal put in charge of ensuring that Prof. Mike Oquaye was elected Speaker. Mind you, as confirmed in the programme of the President Select on January 7th, Prof. Mike Oquaye was named as the Speaker of Parliament. So, the shameless claim that Rt. Hon. Alban Sumana Bagbin was not elected is a feeble attempt to save face after all the plots and schemes by the cabal failed due to the determined effort of the NDC MPS-ELECT. I remain a citizen! What happened was a spectacle. But, we had to stand up against well-orchestrated plots and schemes designed to circumvent the rule of law, the right to freely and secretly select our Speaker and to defend the right of an MP-ELECT to participate in proceedings he has the right to be a part of. Yes it was dramatic and chaotic, but those whose overt and covert actions instigated the much needed and bold response from our determined NDC side ought to bare the bigger share of the blame. Senior NPP government and party officials know we know. Make no mistake: a) the earlier attempt to remove the MP-ELECT from the Chamber by the police before the start of proceedings; b) the questionable injunction, how it got to the Clarke of Parliament, delivered when and by whom, and the attempt to use the injunction to prevent an MP-ELECT from voting; c) the refusal of our NPP colleagues to vote secretly as required by law and as directed; d) the invitation of the Military to invade parliament – at a time there was no government (executive or legislature) – to intimidate us because of our insistence that voting must be secret; f) the eventual snatching of the counted ballot paper by Hon. Carlos Ahenkorah; Were all part of a plot to ensure a particular outcome, get Mr. Akufo-Addo’s choice, Prof. Mike Oquaye, imposed on us as the Speaker of the 8th Parliament of the Republic of Ghana.
