The Speaker of Parliament, Alban Bagbin, has ordered the Minister for Roads and Highways, Kwasi Amoako-Atta to immediately withdraw a press release calling for the cessation of collection of road tolls. The order follows a statement by Minority Leader, Haruna Iddrisu who called the attention of the House on the development and accused the Minister of Roads and Highways of usurping the powers of Parliament whose enactment birthed the tolls. “Mr. Speaker, I think we take a serious view of the conduct of the Minister for Roads as it is an attempt to usurp the powers and mandate of this august house. To suggest as if, this country is not governed by law while he is in a hurry to carry the directives of the President, he cannot be in a hurry to usurp the mandate of this house. And be in a hurry to reverse legislation that this august have not so approved. “Mr. Speaker, it is my submission strongly that the budget itself has not been approved by this house, not its principles or its objectives let alone talk about consequential legislation that may require of him. So Mr. Speaker, in order not to create a society of normlessness, I will have simply said that the Ghanaian public should ignore him because what he is doing is clearly against the letter and spirit of the law,” Haruna added. The Speaker of Parliament, Alban Bagbin consequently directed the Minister to withdraw the press statement since Parliament has not yet approved the 2022 budget for any measures in there to take effect. He stated that in his view the Minister of Roads and Highways action cannot amount to disrespect rather it is incumbent of the House to educate him on the meaning of his action. “And so until this budget is approved all that is contained in the budget are proposals, we (Parliament) have the authority to approve. They have the authority in pursuance to Article 1, 7, 9 to prepare and lay before the House. So those are policy proposals that are presented before the House, until they are approved, nobody and I mean nobody can start implementing something that doesn’t exist. “So the Minister being a senior member of this house I think that he might have reacted wrongly and therefore I call on him to honorably withdraw that directive. Failure to do so would be a serious breach of the directive of the Speaker and that would amount to contempt of Parliament,” he warned. However, the Majority leader, Osei Kyei-Mensah-Bonsu was not enthused about the directive. He indicated that Alban Bagbin’s directive cautioning the Minister for Roads he will be cited for contempt of Parliament if he fails to comply as harsh. Mr. Osei Kyei-Mensah-Bonsu, though admits the minister erred, argued the move was for the public good. According to the Suame MP, the announcement of the scrapping of road tolls by the Finance Minister, Ken Ofori-Atta in his budget presentation resulted in spontaneous commotion at various toll booths, so the directive from the roads minister was to avert any escalation. Demonstrations don’t build roads – Amoako Atta
The Minister of Roads and Highways, Kwasi Amoako-Atta, has stated that he gets surprised when persons who should know better get themselves involved in demonstrations for their deplorable roads to be fixed. According to him, the government is committed to fixing the roads adding that demonstrating would not get their roads in the best shape they want it. “It is unreasonable for anybody to say that all roads everywhere should be fixed simultaneously. So these demonstrations should stop. Sometimes you get people who are supposed to know better, well-educated people who should advise their colleagues joining demonstrations. Demonstrations don’t build roads,” he told the media when inspecting the 31.7km Kwafokrom to Apedwa road in the Eastern Region which forms part of the Accra-Kumasi dualization project. The Road and Highways Minister also asked contractors working on various road projects to speed up work. “I have charged the contractors to ensure that they complete the stretch of the road covering a distance of 31km by the end of the year. I have asked them to introduce night work to compensate for any delay,” he said. Residents of Manso Agoroyesum in the Ashanti Region have embarked on a demonstration over the deplorable nature of roads in the area. The residents complain that the poor nature of the roads in the Amansie South District exposes residents to respiratory diseases. According to them, the district is enriched with minerals, timber, and cocoa yet they cannot boast of any good road network. They further stated that since President Nana Akufo-Addo took over management of the country from the Mahama administration in 2016, they are yet to have any meaningful development especially with road construction. The Roads and Highway Minister Kwasi Amoako-Atta, had threatened contractors who have abandoned their sites over lack of funds will lose their contracts. Speaking on the floor of Parliament Friday 6th November 2021, Mr. Amoako Atta revealed that most of the contractors who have abandoned their work usually lack capacity to deliver but rather use the delay in releasing funds by the government as an excuse. “There are so many contractors in our constituencies who have been awarded contracts but are not working under the guise of non-payment. Ministerial list: Names coming and their possible positions
Considering the general order of things, the poorly-performing ministers are more likely to be dropped as some other new personality likely to replace them. Already, some names have pop up as potential ministers under the newly formed Akufo-Addo-led administration, some of these include maintained ministers who may be moved to other ministries, some who may be maintained in their ministries and others who may be the freshers in the team. This will leave Mr Opoku Prempeh’s position for his former Deputy, Dr Yaw Osei Adutwum who was quite cooperative with the administration of his duties in his previous capacity. Dan Botwe who was iconic with the reorganization and establishment of the 6 new regions as Regional Reorganisation and Development Minister is likely, per DailyGuide’s report, to be moved to the Ministry of Local Government and Rural Development which was previously occupied by Hajia Alima Mahama. Samuel Atta Akyea who was Works and Housing Minister may be moved to the Environment Ministry as its Minister. Retained Ministers: For those who particularly left distinctive marks after their first term, they have been projected to retain their various ministerial appointments. Finance Minister, Ken Ofori-Atta, Roads Minister who spearheaded the Year of Roads project, Kwasi Amoako Atta has also been named, Communications and Information Ministers, Ursula Owusu-Ekuful and Kojo Oppong Nkrumah respectively, have been mentioned for this category. 10 government officials not wanted in Akufo-Addo 2nd term – NPP group makes list
A pressure group affiliated with the governing New Patriotic Party, Patriotic Reform Movement says it has sampled the views of 2,500 party supporters nationwide and have come up with a list of officials who need to be kicked out of government in order to keep the prospect of maintaining power in 2024 alive. According to the group pushing for major reforms in the NPP, one of the major reasons for the near defeat of the party in the parliamentary elections of the 2020 general elections was as a result of the poor conduct and bad attitude of some government appointees. The groups say it gathered through its survey the individuals who will cause the party to lose the 2024 elections very badly if they are allowed to serve in any capacity in the next government to be formed by Nana Addo Dankwa Akufo-Addo in his second term. “Such individuals will cause widespread apathy and will cause members to stay away and in severe cases leave the party. 2500 party members were interviewed across the 16 regions of Ghana and ten particular names were often mentioned,” the group in a statement said.
