Regional Communication team members of both the opposition National Democratic Congress (NDC) and governing New Patriotic Party (NPP) in the Upper East Region have registered their displeasures in the ongoing conflict within the Bawku Municipality and its environs as they call peace. Both parties registered their displeasure on the Apexnews Ghana program dubbed “SPEAKOUT UPPER EAST” with Ngamegbulam Chidozie Stephen on Monday, September 12, 2022. Sharing his view on the ongoing Bawku conflict, the NDC representative and a regional member of the communication team Jambeidu Mbawini Sadat said: “In terms of infrastructure Bawku is on a verge of collapsing, in the aspect of agriculture Bawku is on the verge of collapsing, when you look at our educational system, we are already in a collapsing state which is not good to be very good for us growing up and most especially what I love in the Regional Minister statement was where he talked about school children whose future have been truncated”. Mr. Sadat revealed, that for the past year, there are some areas within the Bawku municipality and its environs in which children do not even go to school. “Then if children can stay at home for over a year without going to school, then where lies their future? It means that these children who would be the future leaders of tomorrow such as future President, Ministers and so on, their education have been truncated because of the conflict that is currently ongoing in Bawku” he stressed He further added, “In terms of infrastructure Bawku is on a verge of collapsing, in the aspect of agriculture Bawku is on the verge of collapsing, when you look at our educational system, we are already in a collapsing state which is not good to be very good for us growing up and most especially what I love in the Regional Minister statement was where he talked about school children whose future have been truncated”. However, to him, he doesn’t want people to see what is happening in Bawku as a conflict.“ We should find a way we can come together to mend our differences” Meanwhile, a regional member of the governing New Patriotic Party communication team Daniel Animah described the ongoing conflict in Bawku as unfortunate. According to Mr. Animah, instead of them coming together to talk about developmental issues that affect their daily lives and things that the government is doing to better the lives of ordinary Ghanaians, the region keeps going back and front with regard to the issue of Bawku which he thinks is very unfortunate.“I think the people of Bawku should give peace a chance just like the people of Doba and Kandiga has done. We cannot as it were replace anything with peace. When conflict like this happens, you might not know the effect. The security agencies that patrol the town, the intelligence agencies that patrol the town are all been fed from the little IGF and the little amount the district assembly has” Bawku in recent times has seen several attacks resulting in the loss of lives and properties in the area. Those traveling to Bawku on daily basis fear for their lives as they travel because one cannot tell what will happen the next minute. Bawku conflict at its peak– Upper East Regional Minister

The conflict in Bawku and its environs has reached its peak with incidents of attacks and counter-attacks perpetrated on the daily basis, Chairman of the Upper East Regional Security Council (REGSEC), Hon. Stephen Yakubu has said. The disturbances, he noted, posed threat to the future of children in the area, stressing that “Posterity will not forgive all those who contributed in one way or the other to this catastrophe. I am sad to admit is getting out of control.” Addressing this year’s maiden staff meeting of the Regional Coordinating Council (RCC), the REGSEC Chair, who is the Regional Minister, reiterated his appeal to sons and daughters of the area to lay down their arms and chart the path of dialogue to resolve the conflict. Apart from the RCC staff, the meeting attracted members of REGSEC and other Heads of Departments and Agencies in the Region, and afforded them the opportunity to deliberate on issues of development. Hon. Yakubu, however, commended the factions in the Doba-Kandiga conflict for their show of maturity in managing the conflict, and gave the assurance that REGSEC would continue to partner with all stakeholders in the area to find a lasting solution to the impasse. He assure residents in and around the Regional capital, Bolgatanga, that REGSEC would work to stem the growing insecurity over the past weeks for residents to go about their daily activities without fear. Touching on other sectors of the economy, the soft-spoken Minister and former Ambassador, said the agricultural sector employed about 80 percent of residents with a comparative advantage in the production of rice, maize, sorghum and groundnuts. Under the Planting for Food and Jobs programme, he said a total of 693,799 bags of NPK fertilizers were received and distributed in 2021, while a total of 280,000 bags had so far been distributed this year. Hon Yakubu attributed the reduction in the quantity of the fertilizers between 2021 and 2022 to the Russian-Ukraine war. On education, he said it was the pivot around which every facet of development evolved, and indicated that for the region to catch up with her peers, the issue of education should be taken seriously. He said the Akufo-Addo-led-government regarded education as a major priority, and therefore introduced the Free Senior High School (SHS) policy which had over the years increased enrollment in public SHSs. He added that the region chalked some marginal improvement in maternal deaths, saying maternal mortality reduced from 24 deaths in 2021 to 15 deaths in 2022 half-year. He said functional CHPS had increased from 87.6 percent in 2021 to 92.7 percent in 2022 half-year, and described the increase as good news to the people of the region. Hon. Yakubu said as part of strategies to increase the number of Medical Doctors in the Region, he charged the Municipal and District Chief Executives to identify and sponsor Medical students within their jurisdictions and bond them to return and serve upon completion of their course. The House of Chief President made the revelation on Thursday, May 26, 2022 during a press conference organized by the Upper East Regional House of Chiefs. The statement said: “In the last quarter of 2021, there was renewed escalation of the regrettably enduring conflict in Bawku. These skirmishes in the township aggravated in the run up to the Samampiid and the purported plans by the Mamprusis to observe the final funeral rites of the late Tampuri Alhaji Adam Zangbeogo, who is still recognized as the last Bawku Naba by the Mamprusis and subsequently celebrate the Damba”. “This has led to the loss of abled and productive lives and valuable property, stalled economic activities, and deprived several school children of an opportunity to pursue their future dreams. Members of the Kusaag Youth Movement have called for the immediate removal of DCOP Dr. Saibu Pabi Gariba the Upper East Regional Police Commander, Captain Ekor Sagoe, Commanding Officer for the Military in Bawku, and the Municipal Chief Executive Amadu Hamza for the renewed clashes witnessed in Bawku and its environs in recent times. According to the Kusaag youth, people in the area are now living in a state of distress and fear as they can no longer distinguish between their enemies and the military. Below is the full statement: PRESS CONFERENCE ON MILITARY BRUTALITIES AND ATROCITIES IN BAWKU ON 15TH, 16TH AND 17TH MARCH 2022 BY KUSAUG YOUTH MOVEMENT Ladies and gentlemen of the press we have invited you to the Kusaug Traditional Council here to express our deep concerns about the security situation in Bawku on the 15th, 16th and 17th March, 2022. First of all, we wish to express our gratitude to the security agencies in Bawku for their tireless efforts in maintaining peace in Bawku over the years and in recent times for this needless conflict in Bawku. By extension, we thank the Government, and the President, HE Nana Addo-Dankwa Akufo-Addo in particular, for his concern and commitment to maintaining peace in Bawku. However, on the 16th March, 2022, we were dismayed about the brutish and unprofessional behaviour and conduct of the Military detachment in Bawku who are there to maintain peace among the people due to the ethnic conflict. Unfortunately, what happened yesterday in Bawku cannot be described as peacekeeping effort by any stretch of imagination, as the military besieged Buabula and Zoogo, suburbs of Bawku inhabited mainly by Kusasis, and under the guise of maintaining peace, shot at unarmed men, women, children and livestock and burnt houses into ashes. We have never, for the history of the numerous ethnic conflicts in Bawku, witnessed this gross unprofessional conduct before and, therefore, we have reason to suspect that the conduct of the Military yesterday has portrayed themselves as losing their impartiality for taking side against the Kusaasi, hence their unprofessional conduct leaves much to be desired. Context of the military brutality In 2008, women and children were slaughtered in cold blood in the Buabula community of Bawku when the Mamprusis disguised themselves in military uniforms and besieged the community and committed those murders. The men took cover and the Mamprusis cowardly carried out these heinous and barbaric crimes, which have not been investigated till date. We are informed that the military repeated this history by besieging the place in the wee-hours of yesterday, without any vehicle. The men mistaking them for Mamprusis sought to defend themselves this time around, and three soldiers were injured in the process and airlifted by Military helicopter for medical attention in Accra. The soldiers then went on rampage since the dawn of yesterday, shooting everyone on sight. An unarmed man (Issahaku) was chased into his room and shot and his lifeless body was left in the room since no family member could go near the house for fear of been met with the same act of murder as meted to their brother. A 13-year-old boy who was running after his father who was taking cover was shot dead. A young lady who was trying to run away was also shot and left in a critical condition. Others were maimed and some are in critical conditions as well. Effect of the military raid on the community in Buabula on Wednesday Deep fear has gripped the community and people have abandoned the community at the time of this press release, for the simple reason that they can no longer trust the military to protect them. Those who have been shot and are critically ill in hospital needing blood transfusion and other forms of medical care from their relatives cannot find their relatives since they have virtually left the community, The basis of our believe in the partiality and unprofessionalism of the military operation yesterday Ladies and gentlemen of the media we have a number of reasons to believe that the military in Bawku are not even-handed in their operations. Some of our believes are backed by evidence and others are inferred: Social media sources associated with Mamprusis are awash with praises for Mr. Satiim Yiremia (the son of Mr. Sule Yiremia, a member of Council of State) who is a Mamprusi for ensuring that the right military personnel have been sent to Bawku to cause harm to the Kusaasis. The said social media post reads as “thanks Satiim Yirimiah for sending proper military to handle those pigs the bandacut military who only obey Abugrago are gone”. We would have dismissed these as unsubstantiated social media posts, but the influence of social media messages by Mamprusi sources, culminating in the ethnic conflict in Bawku since December last year, have taught us not to dismiss any social media message from their sources. We therefore believe that what happened yesterday is a confirmation of the social media message by the Mamprusi congratulating one Mr. Yirimea for influencing the selection of military of their (Mamprusi) preference to Bawku. Not surprisingly, we have seen in social media a Mamprusi military officer alleged to have been among the military who besieged Buabula yesterday. What kind of professionalism is this, if not that they are executing an agenda! The Regional Police Commander is on record to have openly said in Pusiga at the Chief Palace that, “the Kusaasis have crossed the red line” he drew for them hence he is going “to deal drastically with Kusaasis”. This has been manifested yesterday and today when the joint military and police detachment under the command of this same Regional Police Commander Stormed Highways and brutalized, vandalized, stole and destroyed properties of women, traders and commuters including their vehicles. Mr. Bonbande on his Facebook wall on Wednesday, March 16, 2022, said: These stories coming out of Bawku where our Armed Forces is contributing to atrocities by shooting and killing civilians is utterly disturbing. He added: “Our Military is trained to uphold international standards of Peacekeeping with Human Rights approaches at the core”. “They understand very well that in any Peacekeeping mandate, the primacy of their interventions, integral in their mandates, is the protection of Civilian lives. They cannot adhere to these Peacekeeping principles elsewhere in other countries and do the opposite at home in Ghana”. “The Military high command may want to consider personal of the Ghana Armed Forces, likewise the IGP for the Police to deploy to Bawku, only serving personal with the requisite training. Again, it must be emphasized that for those exploiting ethnic cleavages in the inter-communal violence in Bawku, Peacekeeping must understand at first hand, the nature and dynamics of the violence. When Peacekeeping does not protect all the people but instead contributes to the Military killing civilians, it could create the grounds for radicalization and violent extremism”. It has been announced that conflict in Bawku and subsequent restrictions in the area, including the imposition of curfew and ban on motorbike riding, and also a land dispute between the people of Kandiga and Doba which equally led to curfew in the two communities would affect the vaccination exercise. This was made known by the Deputy Upper East Regional Director of the Ghana Health Service (GHS) in charge of Public Health Dr. Josephat Nyuzaghl, during a media engagement in Bolgatanga He said: “It has been difficult to get all our health workers to communities to reach out to as many people as possible. For this campaign that we would be embarking on, Bawku Municipal for instance will not be taking part,”. According to him, the Directorate would rely on advice from the security agencies and the various Municipal Health Directors on safe days in the areas for vaccines to be safely deployed, especially in the Bawku Municipality and its environs. Speaking on the number of doses in the Region, he said a total of 680,460 AstraZeneca, Johnson and Johnson, Moderna, and Pfizer vaccines were received. Out of the number, 429,757, representing 63.2 percent doses were used, noting that 250,703 doses, representing 36.8 percent of AstraZeneca, Johnson, and Johnson Pfizer vaccines were available for use in the five days exercise. “We do not have issues regarding vaccine availability in the Region. People must avail themselves to be vaccinated. With those who have received at least one dose so far, we have been able to vaccinate 301,660 out of the 830,693 Regional targets. “This gives us a proportion of 36 percent of our target population. For those fully vaccinated, we have been able to reach 141,562 persons, representing 17.0 percent of our target population,” He said “I am happy to say that all the vaccines that we received were utilized even before they expired. A lady Police officer has been shot dead following the conflict in the Bawku Municipal of the Upper East Region. Police said, Constable Regina Angenu, who was with the Paga Police Station on Sunday, paid a visit to her colleague, Constable Erasmus Enkson of the Bawku Division. However, the duo was attacked around 5:07 pm by unknown assailants. The deceased was shot in the groin and died at Presbyterian Mission Hospital while undergoing treatment. The body has been sent to Bolgatanga Regional Hospital for preservation and autopsy. However, sources have disclosed that eight people sustained various degrees of injuries during the tension and were rushed to the Presbyterian Mission Hospital. Following gunshots in the early hours of Monday, December 27, 2021, which resulted in the loss of lives and the destruction of properties in the township, insecurity has become a significant concern in Bawku. Thirteen persons were subsequently arrested and airlifted to Accra following the violence. Since then, government, through the Interior Ministry, has implemented various curfews to reduce the tension. Also, the Upper East Regional Security Council (REGSEC) has banned the riding of motorbikes in the Bawku Municipality. The incident also resulted in heavy security deployment to communities within the municipality.
