NPA reveals threats that could cause fuel shortages in Ghana

The National Petroleum Authority (NPA) says it has identified geopolitics, conflicts, and climate change action policies by the West to protect the planet, forex liquidity risks, and inclement weather, as threats to Ghana’s fuel security which could cause fuel shortages in the country. Head of Planning at the NPA, Dominic Aboagye revealed that despite being a producer of crude oil. Ghana is only able to refine 20 percent of its daily fuel needs, compelling it to rely on Europe and the Arabian Gulf for the rest of its daily fuel needs. Mr. Aboagye made the revelation during the NPA engagement with Journalists in Bolgatanga. He believes the climate action policies of the European countries are frightening Ghana’s fuel supply, as he maintained there is a need for the country to increase local production to restrain the threat. Meanwhile, speaking about Africa’s support in the protection of the planet, Mr. Aboagye said “As much as we want to protect the planet, we should also think about people’s well-being, people are hungry, poverty is there knocking on doors in Africa and then we’re rather investing millions of dollars into renewable forms of energy” he stressed On his part, the East Regional Manager of the National Petrol Authority (NPA) Mr. Bashiru Natogma says in terms of cooperation with NPA, fuel stations in the Upper East are doing better. According to Regional Manager, because of the way we have intensified their monitoring of checking the fuel on the ground, is making it difficult for people to bring in any bad fuel for consumers. Speaking about the right and responsibilities of the consumer, Mr. Bashiru said is wrong to engage in a fight with a fuel seller anytime you feel cheated “As a consumer, you have the right to report any station to the NPA, and the NPA consumer department also has the responsibility to protect your interest as a consumer”. He said The moment you go there and you suspect cheating, don’t even talk to anybody, don’t let them feel you are not happy, try and obtain a receipt from them and just go and stand some corner and call the number you see on the NPA website. Office of the National Petroleum Authority (NPA) in the Upper East Region has started shutting down 16 illegal petrol-selling outlets in the region. In recent times, the region has witnessed an increasing number of these open petrol tank outlets especially in communities across the region such as Zorko, Sakote Pelungu, Gaare, Duusi, Shiega, Tongo, Bolga Soe, Sirigu, Bongo, Gbane, Kpale, Zonno, Namolga, Kpale, and Chuchuliga. Engaging the media during an interview, the East Regional Manager of National Petrol Authority (NPA) Mr. Bashiru Natogma “The risk associated with their activity tank fuel sellers are very high. If you look at the filling station where they bury the tank, all security measures have been put in place. But if you look at the open tank outlets, they just put the product in the tank and the tank is exposed to the sun, look at the temperature here and they are just selling without fire extinguishers, and if there is any explosion what will happen? He asked According to Mr. Natogma, the 16 illegal petrol sellers they have shut down, are those they have discovered. Insisting that they only want to know their activities by way of regularizing their documents. “Those that we have discovered are those we have closed down, there are two in Sandema that have received authorization by NPA to operate. They may be others. We have been talking to them for some time now, and some of them will even show interest after locking them”. “For now, we are shutting them down to ginger them to come and regularize their document that is all that we want them to do”. National Petroleum Authority (NPA) has said, its job as a regulator is to ensure that consumers get value for money. Officials of NPA made the revelation during an engagement with journalists in the Upper East Regional capital Bolgatanga on Tuesday, June 14, 2022. Issues regarding the quality of petroleum products and the price of petroleum products in recent times have become a public debate among citizens who one way or the other do not understand the operation of the National Petroleum Authority and what goes into the pricing of petroleum products. Most people even believe the government is responsible for the price determination of petroleum products in the country. These and more, have triggered officials of NPA to the Upper East Region to sensitize media practitioners. According to the Head of Economic Regulation at the National Petroleum Authority, NPA, Abass Ibrahim Tasunti, in order to clear some misconceptions surrounding the activities of NPA, there is a need for media engagement. “We thought that as journalists who continue to engage the public through your platforms, it will be very good for you to get some understanding of what goes into the pricing of petroleum products and also the issue of quality. We want to make sure you understand what NPA does to ensure that the integrity of the product we buy at pumps are intact”. Stop fuel smuggling at Aflao border – NPA Boss to Custom officers

The Chief Executive of the National Petroleum Authority (NPA), Dr Mustapha Abdul-Hamid has revealed that illicit fuel trade activities are high at the Aflao border. He stated that the NPA has not licensed any importer to bring fuel through the Aflao border and urged the border officers to stop the importation of petroleum products by road. Dr Abdul-Hamid made the comments when he led the management of the Authority to tour the Aflao border to familiarize himself with illegal activities on the border. The NPA Boss said combating fuel smuggling is still a menace that denies the government of the right revenue. “The NPA is an agency responsible for monitoring downstream petroleum industry, and that combating fuel activities is central to what the Authority does” he emphasized. Dr Abdul-Hamid said Ghana is the only country in the subregion that consumes the highest quality of fuel, and that it was important to maintain such a feat. He, therefore, called for these activities to be tackled to the barest minimum. The Chairman of the Aflao Border Security Committee, Majeed Amandi, reacting said unapproved entry points and routes on the Ghana-Togo borders were fueling criminal activities including fuel smuggling. Mr. Amandi who doubles as Assistant Commissioner of the Customs Division of the Ghana Revenue Authority – Aflao Collection, indicated that the service was fighting the menace together with other security agencies as well as the NPA in a bid, to intensify patrols and enhance efforts to combat the long-standing problem. The Assistant Commissioner noted that during patrol operations they observed that illegal actors operate at midnight to avoid detection. He described them as daring because they always found their way into the country’s borders and offload unwholesome petroleum products into the Ghanaian market. He said this is also a result of the unavailability of special boats for patrols on the seas at night. The Chairman noted that border security agencies were in need of working tools to combat the illicit trade. The commander, therefore, called on members of the border security committee and management to be alert on such illegal activities and gave the assurance that Customs would liaise with the agencies to ensure the menace is dealt with, and hand over wrongdoers to the appropriate authorities. I won’t hesitate to withdraw your licenses – Mustapha Hamid warns OMCs

The Chief Executive of the National Petroleum Authority (NPA), Dr. Mustapha Abdul-Hamid has said that the NPA will not hesitate to revoke the licenses of industry players who continually flout the rules. Dr. Abdul-Hamid said this at a meeting with board members of the Association of Oil Marketing Companies (AOMCs) at GIMPA on Monday. The meeting was part of his stakeholder engagements, meant to open channels of dialogue for the smooth operation of the industry. “We shall not hesitate to revoke the licenses of industry players who continually flout the rules. Over the years, the NPA has been too lenient with people who flout the rules. And this has given opportunity to many people to flout these rules with impunity” he said. “We cannot all be in a conspiracy to run down our country and yet turn round and blame government for what goes wrong” Dr. Abdul-Hamid added. Dr. Abdul-Hamid said, illegal bunkering, third-party supplies and failure to pay taxes and levies due government are all gross violations of the law and henceforth, those found culpable will face the full sanctions as permitted by law. The CE of NPA told the oil marketers that it is in their own interest that the market is regulated properly. “Otherwise, when the industry collapses, your businesses will collapse with it” he added. The Chief Executive whilst seeking the support of AOMCs in order to sanitize the industry assured them the authority will itself play by the rules and ensure an even playing field. “The lawyers tell us that they who seek equity must come with clean hands” Dr. Hamid stated. He therefore urged them to play by the rules, so that they will have the moral authority to demand same from the regulator. The CE of NPA said that after 16 years of operation, the NPA Act (Act 691) will be reviewed to meet with current trends in the downstream petroleum industry. Dr. Abdul-Hamid said that in reviewing the NPA Act, the licensing and inspections regime will be looked at, to make sure that those who acquire OMC licenses really have the capacity to operate in the industry. He lamented the situation where many OMCs currently fall short of the requirements for holding their licenses and said that soon, all such licenses will be revoked. “As the industry is being sanitized, all those who have fallen short of the requirement will have their licenses revoked, he said. The Chief Executive of the AOMCs, Mr Kwaku Agyemang-Duah appealed to the NPA to take steps to check the activities of some new entrants who are taking advantage of some loop holes in the sanctions regime to make quick money. Mr. Agyeman-Duah said the failure on the part of the NPA to check such people is a disincentive to those who play by the rules. Mr. Agyeman-Duah introduced Mr Felix Gyekye, the Vice-Chairman of the association as the new Chairman following the resignation of its Chairman, Mr Henry Akwaboah. On his part, Mr. Gyekye said they were glad that Dr. Abdul-Hamid is committed to tackling the problems of the industry head-on. JUST IN: Mustapha Hamid heads NPA

Former Minister Zongo Development and Inner Cities, Mustapha Hamid has been appointed by President Nana Akufo-Addo as the Chief Executive Officer of the National Petroleum Authority (NPA). His appointment takes effect from 1 July 2021. Mr Hamid will be responsible for overseeing all operations in the downstream petroleum sector. Dr Hamid, aged 50, previously served in the first-term government of President Akufo-Addo as the minister of Information and subsequently as the minister for inner-city and Zongo development. He also served as the deputy national campaign manager for President Akufo-Addo’s successful second-term bid in 2020 and was in charge of campaign communications. The former UCC Lecturer succeeds Hassan Tampuli, the immediate past NPA chief executive, who was elected as the MP for Gushegu on the ticket of the New Patriotic Party in December 2020 and has since been nominated to serve as a deputy minister of Transport. Mustapha Abdul-Hamid entered Tamale Secondary School in 1987 to sit for his Advanced level examinations. In 1991 he entered the University of Cape Coast to pursue a Bachelor of Arts degree, eventually majoring in religious studies. The National Petroleum Authority (NPA) has reduced the GHp17 per litre increase in fuel margins to GHp9 pesewas per litre. The price change takes effect from Wednesday, 5 May 2021. A statement issued on 4 May 2021 indicated: “At a meeting held at the Ministry of Energy earlier today between the Hon. Minister of Energy and the National Petroleum Authority (NPA), the Association of Oil Marketing Companies (AOMCs), Bulk Oil Storage and Transportation Co Ltd (BOST), the Chamber of Petroleum Consumers (COPEC), the Institute for Energy Policies and Research (INSTEPR), it has been agreed as follows; the 17 pesewas per litre increase in fuel margins previously announced by the NPA has been reduced to 9 pesewas per litre effective tomorrow, Wednesday, 5th May 2021”. The initial increase in fuel margins was supposed to take effect on 1 May 2021. However, several groups and individuals opposed the directive. The Institute of Energy Studies (IES), for instance, described the increase in fuel margins as “insensitive and without justification”. Meanwhile, two driver unions – Concerned Drivers Union and True Drivers Union – are rolling out a 40 per cent increase in transport fares by Monday, 10 May 2021, as a consequence. The PRO of Concerned Drivers Union, Mr David Agboado, justified the increment in an interview with Valentina Ofori-Afriyie on Class91.3FM’s mid-day news ‘12Live’ on Tuesday, 4 May 2021, saying from January this year, a gallon of petrol sold at GHS19.45 but has risen to GHS27.58. Also, he said the price of lubricants has risen by 25 per cent. Additionally, Mr Agboada noted that some charges of the Driver Vehicle Licensing Authority (DVLA) has gone up by 15 per cent while charges at the port, are up by 40 per cent. Cumulatively, Mr Agboada said the cost of running a transportation business is more than 70 per cent but because they are considerate about the plight of Ghanaians, they will increase fares by 40 per cent. Meanwhile, the Senior Industrial Relations Officer of the GPRTU, Mr Abass Nurudeen, told the news programme that: “God willing, tomorrow, our leadership will come out with a reasonable percentage”. Vice President, Dr. Mahamudu Bawumia has launched an innovative Digital Retail Fuel Monitoring System by the National Petroleum Authority (NPA) in Accra. The Fuel Monitoring System, which allows fuel in OMC tanks across the country to be monitored by NPA, will curb illicit activities in  petroleum downstreaming, such as unauthorised third party deliveries, fake receipts, smuggling, among others. Under this system, any OMC that receives illegal fuel would be found out. Launching the programme in Accra on Wednesday April 7, Vice President Bawumia commended the NPA for leveraging on government’s digitization drive to create an innovative solution to a major  problem in the petroleum industry. “I am particularly delighted that the NPA is leveraging on technology to improve efficiency and effectiveness in the distribution of petroleum products in the Petroleum Downstream Industry,” Vice President Bawumia said.  Dr. Bawumia revealed staggering losses in petroleum revenue to government due to illegal activities in  petroleum distribution, adding that the initiative by the NPA will end the malady of revenue loss and significantly boost government revenue. “It is estimated that between 2015-2019, government lost GHC4.7 billion in tax revenue as a result of illegal activities in the petroleum sector,” Dr. Bawumia revealed. “Actions, decisions and policies of individuals and corporate bodies which result in petroleum product distribution leakages and the associated revenue losses to the State have serious negative effects on the developmental agenda of the government.” Dr. Bawumia undersored the significance of the innovation to the overall development agenda of government, highlighting the importance of petroleum revenue. “Taxes and levies on petroleum products are major sources of revenue for the government in pursuing its developmental agenda,” the Vice President said. “Actions, decisions and policies of individuals and corporate bodies which result in petroleum product distribution leakages and the associated revenue losses to the State have serious negative effects on the developmental agenda of the government.” “With this latest initiative of the Retail Outlet Fuel Monitoring System, we look forward to blocking revenue leakages and improving revenue mobilization that would contribute to Government’s efforts to providing social services and funding for infrastructural development.” The Minister for Energy, Dr. Mathew Opoku Prempeh, urged stakeholders in the petroleum industry to exhibit patriotism and join hands with the NPA to help curb illegal activities in the interest of the state. He also urged all to embrace innovation in order to make Ghana a better place for all. Also present at the ceremony were the Minister for Fisheries and Aquaculture, Mavis Hawa Coomson as well as the immediate past Chief Executive Officer of the NPA, Hassan Suleiman Tampuli. The Retail Fuel Monitoring System, with a command centre at the NPA’s head office, will be able to monitor in real time online, every fuel sales data from pums, get station tank fuel levels data and fillings, handle overall wet-stock management and handle complete fuel management.
