The National Democratic Congress (NDC) has pledged to investigate the “stinky” $12 million “Agyapa” scam and ensure that all perpetrators are prosecuted. This announcement was made by the National Communications Officer of the NDC, Sammy Gyamfi, during a press conference in Accra. The revelation of the $12 million expenditure on the failed “Agyapa” deal came during a Public Accounts Committee hearing where the Chief Executive Officer of MIIF, Edward Nana Yaw Koranteng, disclosed the amount spent. Gyamfi warned that the day of accountability is approaching and that the next NDC/Mahama government will not hesitate to hold those responsible for the scam accountable. He urged the Ghanaian electorate not to allow President Akufo-Addo to install his chosen successor, Alhaji Mahamudu Bawumia, who he claimed was a puppet meant to cover up the corruption of the current administration. On behalf of the leadership of the National Democratic Congress (NDC), I would like to thank you for honoring our invitation at such short notice. You are warmly welcome to our headquarters for this all-important press conference. In recent weeks, we have keenly followed ongoing proceedings of the Public Accounts Committee (PAC) of Parliament, on the report of the Auditor-General on Public Boards, Corporations and other Statutory Bodies for the period ended 31 December, 2022. The ongoing PAC hearings, have brought to the fore, some very disturbing issues that border on corruption and abuse of public funds by certain state institutions. Of particular interest to us, is the latest revelation about the colossal expenditure made by the Minerals Income Investment Fund (MIIF) on the botched “Agyapa” Royalties deal. Ladies and gentlemen, during the Committee’s consideration of the report of the AuditorGeneral on the accounts of the Minerals Income Investment Fund (MIIF) for the period ended 31 December 2022, the Chief Executive Officer of MIIF, Edward Nana Yaw Koranteng disclosed that a humongous amount of USD$12 million was spent on the botched “Agyapa” Royalties deal. When the matter was probed further, the CEO of MIIF stated that, this colossal amount was spent on the setting up of the stinky “Agyapa” Royalties vehicle, the payment of consultancy fees, the rental of office space and the processes leading to the Initial Public Offering towards the listing of “Agyapa” Royalties on the London Stock Exchange. The Ghanaian public was taken aback by these disclosures, which add to the never-ending list of corruption scandals that continue to plague the nation under the watch of President AkufoAddo and his corrupt protégé, Alhaji Bawumia. For us in the National Democratic Congress, this disclosure did not come as a surprise. We are on record to have stated that the “Agyapa” Royalties deal was yet another phoney scheme cooked by the corrupt and nepotistic Akufo-Addo/Bawumia NPP government, for the sole purpose of appropriating the mineral royalties of the country for themselves in perpetuity. Ghanaians would recall, that during the intense public debate on the infamous “Agyapa” deal, the NDC took a principled position to stand with the people of Ghana. We kicked against the whole “Agyapa” arrangement on grounds that, the country’s mineral royalties had been grossly undervalued under the opaque deal and that same was going to deny future governments and generations mineral revenues that are critical to the development of the country. Consequently, the NDC Minority Caucus in Parliament staged a walkout when the “Agyapa” deal was presented to Parliament for approval. Sadly but unsurprisingly, the corrupt ruling New Patriotic Party used their numbers to approve the sleazy deal, in spite of the huge public outcry over the lack of value for money that the deal presented. The Flag-bearer of the NDC, and God willing the next President of the Republic of Ghana, His Excellency John Dramani Mahama, vowed to cancel the fraudulent Agyapa Royalties deal if he won the 2020 General Elections, a position that has not changed. Several Civil Society Organisations, including IMANI, ISODEC, the Public Interest and Accountability Committee (PIAC), Ghana Integrity Initiative (GII), IDEG, ASEPA, ACEP, among others, kicked against this rip-off called Agyapa, based on sound arguments and alternative proposals. As you are all aware, all the constructive suggestions of these groups were ignored by the corrupt AkufoAddo/Bawumia NPP government who were hellbent on stealing our mineral royalties. Subsequently, the Office of Special Prosecutor established in its Corruption Risk Assessment Report that, the “Agyapa” deal was fraught with procurement rigging, statutory breaches, potential money laundering and inimical to the interest of the nation. Eventually, the chilling details of the OSP’s report coupled with sustained pressure from the NDC and civil society, compelled the President to shamefully beat a retreat and refer the deal he had already granted Executive approval for, back to Parliament for reconsideration, pending the the 2020 General Election. My brothers and sisters, throughout our struggle against the “Agyapa” heist, we never knew and never imagined, that the ruling NPP government had spent a whopping $12 million on the deal. Ghana scored a disappointing 43 out of 100, showing no improvement in the country’s battle against corruption over the past four years. Sammy Gyamfi, the National Communications Officer of the National Democratic Congress (NDC), expressed his concerns about the lack of progress. Ofori-Atta plunged the country into a self-inflicted debt crisis – Sammy Gyamfi
Sammy Gyamfi, the National Communications Officer of the National Democratic Congress (NDC), has accused Ghana’s Finance Minister, Ken Ofori-Atta, of mismanaging the country’s economy. Gyamfi went on to claim that Ofori-Atta’s actions have led to a self-inflicted debt crisis, resulting in hyperinflation, high unemployment rates, unbearable lending rates, and widespread hardships among the Ghanaian population. Gyamfi further criticized the Finance Minister for expecting civil servants to abandon their work during business hours to offer support and applause after presenting a hopeless budget in Parliament. Educating Miracle Aboagye was triggered by the question, mentioning social interventions undertaken by the opposition NDC since their 16 years in power. My brother asked me to mention a social intervention that the NDC has embarked upon. That question betrays his understanding of social intervention. It is a very illiterate question. GETFund is an NDC intervention. “No social intervention has helped education than this Fund. That a government sets aside a percentage of VAT to be paid into a fund for education-related matters. If you don’t know such basic things, you are not fit for such a platform… you need to go back to JHS” Mr. Gyamfi said this on Accra-based AsempaFM’s Ekosii Sen Programme on April 27. Below are some of the interventions he posted on his Facebook wall On the issue of the NDC’s record in the area of Social Interventions, it appears that our friends from the NPP need free education on the meaning of social interventions. Simply put, a Social intervention is an action that involves the deliberate intervention of a public or private organization in the social affairs of a people to deliver social benefits and/or develop human capital. In this regard, it is worthy of note that: 1. It was the NDC that introduced GETFund- a public trust set up to provide financial support for Ghanaian students and to undertake infrastructure developments in all levels of education in the country. GETFUND remains the most far-reaching and impactful social intervention in the education sector. 2. The NDC has given more water to Ghanaians than any government in the history of the 4th Republic. 3. The NDC has extended electricity to more Ghanaians than any government in history. Indeed, the NDC introduced the National Electrification Program (NEP) and the rural Electrification programs. The two (2) programs have given Ghana almost 86% electricity coverage, which is amongst the highest in Africa. 4. The NDC has given more Ghanaians access to University Education than any Government in history. Apart from University of Ghana, Legon, University of Cape Coast, and KNUST established by Nkrumah, the NDC established almost all the other Public Universities we have in Ghana. The NDC has also built more Secondary Schools that any government under the 4th Republic. 5. The NDC began the telecom and IT Revolution in this country by deregulating and converting P&T to Ghana Telecom and allowing private sector participation in the sector. In fact, it was the NDC that established the regulatory entity, National Communications Authority. 6. It was the NDC that introduced the free cocoa fertilizer, free cocoa seedlings and the cocoa premium programs to support cocoa farmers. 7. It was the NDC that introduced the free school uniforms program to support basic school children. 8. It was the NDC that introduced the free sandals program for basic school children. 9. It was the NDC that introduced the free laptops program for basic and secondary schools students. 10. It was the NDC that introduced the Mathematics, Science and Technology Scholarship Scheme (MASTESS) to support needy students who opt for mathematics and science based programmes at both secondary and tertiary levels. Even the *National* Health Insurance Scheme (not the *Mutual* health insurance schemes introduced by Kuffuor) was introduced by the NDC. Check when the NHIS Act was passed. I can go on and on….. Withdraw Your Unconstitutional Letter To The Auditor-General – NDC to Attorney General, Godfred Dame.
The National Democratic Congress (NDC) has asked the Attorney General, Godfred Dame to withdraw his letter to the Auditor-General following the publication of COVID-19 audit report on its website. According to the Attorney General in its letter to the Auditor-General, he condemned the latter over his publication of the report on the Special Audit of COVID-19 expenditures of the Government of Ghana for the period March 2020 to June 2022. The Attorney-General in the said letter, among other concerns, took umbrage to the publication of the said audit report which he describes as “premature” because in his view, same has not been debated by Parliament and considered by the appropriate committee of Parliament. However, the NDC in a statement said it condemns in no uncertain terms “this ungodly interference and intrusion into the mandate of the Auditor-General by someone who ought to know better.” According to the NDC, the Auditor General deserves commendation for faithfully discharging his duties and not condemnation adding that “only a corrupt government that has the penchant for whitewashing acts of thievery will be worried about the publication of Audit Reports.” Below are details of the statement: PRESS STATEMENT For Immediate Release: 10th February, 2023 WITHDRAW YOUR UNCONSTITUTIONAL LETTER TO THE AUDITOR-GENERAL – NDC TO ATTORNEY GENERAL, GODFRED DAME. The National Democratic Congress (NDC) has become aware of a letter addressed to the Auditor-General, by the Attorney-General, Godfred Yeboah Dame in which he condemned the latter over his publication of the report on the Special Audit of COVID-19 expenditures of the Government of Ghana for the period March 2020 to June 2022. The Attorney-General in the said letter, among other concerns, took umbrage to the publication of the said audit report which he describes as “premature” because in his view, same has not been debated by Parliament and considered by the appropriate committee of Parliament. The NDC condemns in no uncertain terms this ungodly interference and intrusion into the mandate of the Auditor-General by someone who ought to know better. We need not remind the Attorney-General that Article 187(7)(a) of the 1992 Constitution guarantees the independence of the Auditor-General. It explicitly provides that, the Auditor-General in the performance of his duties, is not subject to the direction or control of any person or authority. We can appreciate the discomfiture of Godfred Dame, given that as the principal legal advisor to the corrupt Akufo-Addo/Bawumia Government, he is obviously worried by the putrefying rot that has been uncovered by the Auditor-General regarding how COVID-19 funds were grossly misused by functionaries of the government. However, we cannot help the fears of the Attorney-General who has to be reminded in very clear terms that, the Auditor-General’s fidelity is to the laws of this country and not him. The Audit Service Act, 2000 (Act 584) confers power and responsibility on the Auditor-General to carry out special audits, as has been conducted into the COVID-19 expenditures of the Akufo-Addo/Bawumia government. For the purpose of clarity, section 16 of Act 584 provides that: “The Auditor-General may in addition to the audit of public accounts, carry out in the public interest any necessary special audits or reviews and shall submit reports on the audits or review so undertaken to Parliament”. It is worthy of note that, Section 23 of the Audit Service Act, 2000 (ACT 584) mandates the Auditor-General to publish reports of audits as soon as the reports have been presented to the Speaker of Parliament. Therefore, contrary to claims of the Attorney General, the publication of the Auditor General’s special Audit report on the COVID-19 expenditures of the Akufo-Addo/Bawumia government was in strict conformity with the law. As a matter of fact, the Auditor General was duty-bound to publish the said report, which is precisely what he has done. Godfred Dame must understand, that the Auditor-General in the performance of his duties is not subject to his legal opinions or interpretation of the law. His contention that the Auditor General has to wait for Parliament to enquire or debate audit reports he submits to the house before same is published is totally baseless and not borne out of the Constitution or any law in force in Ghana. It must be emphasized that, the age-long practice of publication of audit reports by the Auditor General is a legal imperative and conforms with the principles of probity, transparency and accountability that underpin the 1992 Constitution. Indeed, it is through such publications that the good people of Ghana, in whom sovereignty resides, are able to appreciate discussions and debates on audit reports by their representatives in Parliament. The Auditor General deserves commendation for faithfully discharging his duties and not condemnation. Only a corrupt government that has the penchant for whitewashing acts of thievery will be worried about the publication of Audit Reports. We in the NDC are particularly worried by this latest brazen attack on the independence of the Auditor-General given the unlawful manner in which the former Auditor-General, Mr. Daniel Yao Domelovo was hounded out of office for exposing similar corrupt activities of the Akufo-Addo/Bawumia government. My land cruiser is a gift I received out of someone’s love for Mahama’ – Sammy Gyamfi
The National Communications Officer for the National Democratic Congress (NDC), Sammy Gyamfi has hinted that he got his land cruiser vehicle as a gift. According to him, he has only one Land Cruiser which was given to him because of the love his benefactor has for former President John Mahama. His comments follow the allegations made by some critics, including George Opare Addo, the newly elected National Youth Organiser, that he has numerous vehicles, including six land cruisers and a house at Airport Hills. The critics asked him to disclose his source of wealth. Speaking on Accra-based Onua TV on Wednesday morning, he said, “they said I have six Land Cruisers but I have only one and even that one someone gave it to me out of the love he has for Mahama.” He, however, accepted the claims that he is wealthy and asked God to make it come to pass. “I’m not the owner of those houses trending on social media. But in fact, the houses I am going to build will be five times better than those.” It would be recalled that the newly re-elected National Youth Organizer of the NDC, George Opare Addo openly asked Sammy Gyamfi to explain his source of wealth. According to him, he considered the contest between he and Brogya Genfi as being against “that Airport Hills small boy” Sammy Gyamfi. Ghana’s unsustainable debt situation an impact of reckless spending – NDC
The opposition National Democratic Congress (NDC) says the country’s precarious economic situation is caused by the reckless spending by Akufo-Addo-led administration. “Today, our economy lies in tatters having been plunged into an unsustainable public debt through reckless spending and excessive borrowing most of which have been spent on consumption by the Akufo-Addo/Bawumia government.” The NDC further bemoaned the high unemployment rate which currently stands at 13.4%, the highest in nearly thirty years. This according to the NDC is despite the ruling NPP government “lofty and grandiose rhetorics such as NABCO, YouStart, One District, One Factory, among others.” Reacting to the fallout from the booing of Akufo-Addo recently, the NDC claimed the incident is a reflection of the anger of Ghanaians following the massive disappointment in the NPP government. The NDC in a statement signed by the Communication Officer, Sammy Gyamfi indicated that it “should dawn on President Akufo-Addo that anything short of prioritizing an agenda to create sustainable and meaningful jobs will not be countenanced by the young people of this country.” The Ministry of Finance on Monday announced that the IMF delegation is currently undertaking a comprehensive debt sustainability analysis of the country. “The Government of Ghana is putting together a comprehensive post-Covid-19 economic programme which will form the basis for the IMF negotiations. “The programme seeks to establish a macro-fiscal path that ensures debt sustainability and macroeconomic stability, underpinned by key structural reforms and social protection.” Below is the full statement from the NDC PRESS STATEMENTFor Immediate Release:27th September, 2022 BOOING OF PRESIDENT AKUFO-ADDO AT GLOBAL CITIZENS CONCERT WAS A REFLECTION OF THE MOOD OF GHANAIAN YOUTH. We at the National Democratic Congress (NDC) have followed with interest, discussions around the fallouts from the Global Citizens musical concert held last weekend at the Black Stars Square in Accra. Of particular notice was the reported booing of President Akufo-Addo by the crowd that had gathered from all walks of life on that fateful day. Indeed, both the traditional and social media space has been awash with videos of the said incident in which the charged-up crowd, predominantly made up of young people, are seen hooting at the President who had made an appearance to deliver a keynote address. Ironically, while President Akufo-Addo appeared excited and was heard proclaiming: “Ëwiase nyinaa aba Ghana”, to wit, the whole world was in Ghana, the youth would have none of that, as their joy and the electric atmosphere suddenly dissipated into an expression of anger and disapproval at the sight of their President. The events of that day were unprecedented, as no sitting Ghanaian President, at least under the Fourth Republic, has ever been subjected to such ridicule and embarrassment. Ordinarily, it is the business of the Akufo-Addo/Bawumia government and their handlers who by now should have come to terms with the reality of the difficult times Ghanaians are living in and that the action of the youth reflects an overwhelming vote of no confidence in their crass misgovernance and mishandling of the affairs of our dear nation. Sadly but unsurprisingly, we have become aware of some irresponsible and ludicrous attempts by NPP hirelings and lickspittles to blame the booing of President Akufo-Addo at the said event on the NDC. This latest attempt by the NPP to blame the NDC for the monumental embarrassment that befell President Akufo-Addo at the Global Citizen musical concert is not only insulting to the sensibilities of Ghanaians but also underscores the fact that this government and their hired apologists are simply oblivious of our present reality or perhaps they are underestimating the anger of the Ghanaian people. A hungry man, is an angry man, it is often said, but this plain truth is lost on the Akufo-Addo/Bawumia government. The frustrations expressed by the youth on that fateful day perfectly reflects the excruciating and frustrating times Ghanaians presently find themselves. It bears reminding the ruling New Patriotic Party that the struggles of the youth are a microcosm of the daily ordeal of the Ghanaian people who must find ways to survive at a time inflation is 33.9%, with prices of goods and services skyrocketing every day. The youth expressed in the clearest terms, the daily struggles of the vast majority of our people who wake up every passing day with no hope of where their next meal is going to come from. Those young people simply gave voice to our daily struggles with unbearable prices of fuel at the pumps, high cost of living in the country. Today, our economy lies in tatters having been plunged into an unsustainable public debt through reckless spending and excessive borrowing most of which have been spent on consumption by the Akufo-Addo/Bawumia government. Unemployment rate continues to raise and currently stands at 13.4%, the highest in nearly thirty years, despite championing lofty and grandiose rhetorics such as NABCO, YouStart, One District, One Factory, among others. The fact that Ghana has a very youthful population, with the very active youth bracket between the ages of 15 and 24 years adding up to nearly over six million people according to the 2020 Population and Housing Census, should dawn on President Akufo-Addo that anything short of prioritizing an agenda to create sustainable and meaningful jobs will not be countenanced by the young people of this country. Clearly, the youth of Ghana have long lost faith in President Akufo-Addo and can no longer take his empty rhetorics. Ghanaians in general can no longer identify with President Akufo-Addo and Vice President Alhaji Bawumia who continue to mismanage the economy and abuse the public purse with reckless abandon. They have no trust for leaders who continue to lie to them and have shown no genuine desire to address their worsening living conditions. This is the hard truth that the Akufo-Addo/Bawumia government must come to the terms with. Any attempt to belittle the spontaneous angry protest of such a vastly heterogeneous crowd is to turn a deaf ear on the felt needs of the Ghanaian people. The mess
